a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Tarpy’s LLC dba Coastal Roots Events & Catering and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term beginning February 1, 2024, through December 31, 2024, for an amount not to exceed $325,000.
b. Approve and authorize the Monterey County Laguna Seca Representative to execute up to 3 future amendments to the Standard Agreement where the total amendments do not exceed 10%, or $32,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval, for a total aggregate not to exceed amount of $357,500.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Monterey County Laguna Seca Representative to execute a Standard Agreement between Tarpy’s LLC dba Coastal Roots Events & Catering and the County of Monterey for catering services for WeatherTech® Raceway at Laguna Seca with a term beginning February 1, 2024, through December 31, 2024, for an amount not to exceed $300,000.
b. Approve and authorize the Monterey County Laguna Seca Representative to execute up to 3 future amendments to the Standard Agreement where the total amendments do not exceed 10%, or $32,500, of the agreement amount and do not significantly change the scope of work, subject to County Counsel approval, for a total aggregate not to exceed amount of $357,500.
SUMMARY/DISCUSSION:
For 30 years, Tarpy’s LLC dba Coastal Roots Events & Catering (Tarpy’s) has been serving the Monterey Peninsula through its restaurants and premier events and catering company, as well as supporting the community through its foundations and non-profit partnerships. Tarpy’s has provided catering services to WeatherTech® Raceway at Laguna Seca (WRLS) for several years, serving as one of the primary caterers to hospitality suites during hosted events at the WeatherTech® Raceway at Laguna Seca.
Staff requests the Board of Supervisors to approve and authorize the Monterey County Laguna Seca Representative to execute the proposed Standard Agreement (Agreement) with Tarpy’s LLC (Attachment A) with a term of May 1, 2023 through December 31, 2023 for an amount not to exceed $325,000 and to execute up to three future amendments that do not exceed 10%, or $32,500, of the Agreement amount and do not significantly change the scope of work, subject to County Counsel approval for an aggregate not to exceed sum of $357,500.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.
FINANCING:
The cost of the contracted services provided by Tarpy’s LLC shall not exceed $325,000 for the duration of the Agreement, excluding future amendments. There is sufficient funding in the Fiscal Year 2023-2024 Adopted Budget, Laguna Seca Recreation Area, Fund 453, Unit 8579, Appropriation Unit PFP067. Future recommended budgets will include appropriations for this Agreement.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
The recommended action supports the Board of Supervisors Strategic Initiative for Economic Development as it showcases a local business who supports operations at the facility. This also promotes other affiliated local establishments as options to visit during a visitors stay in the County.
