RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve the Measure X Pavement Management Program Update 2025 Reimbursement Agreement with the Transportation Agency for Monterey County (TAMC) for a term effective the execution date of the Agreement through June 30, 2027, for an amount not to exceed $250,000; and
b. Authorize the Director of Public Works, Facilities and Parks (PWFP) or Director’s designee to execute the Reimbursement Agreement and future amendments to the Agreement where the amendments do not significantly alter the scope of work or change the approved Agreement amount.
SUMMARY:
Approval of the Reimbursement Agreement with the Transportation Agency for Monterey County (TAMC) will allow the County of Monterey to participate in TAMC’s Pavement Management Program (PMP) update. This will assist the County in keeping its PMP current and stay in compliance with the Measure X Master Programs Funding Agreement (No. A-13665) with TAMC. Participating in TAMC’s regional effort will be more cost-effective than if the County were solely to procure services to update the PMP.
DISCUSSION:
On August 29, 2017, the Board of Supervisors approved a Master Programs Funding Agreement (FA) (No. A-13665) with TAMC regarding the allocation of Measure X funds. As required by this FA, the County and other local agencies must develop a PMP in order to receive Measure X funding.
To comply with this requirement, agencies were given two options: develop their own PMP, or participate with TAMC and other local agencies in a joint effort. Under the latter option, TAMC will be the lead in procuring the professional services in updating the PMP. The cost will be shared between participating agencies, based on the number of road miles maintained by each agency.
PWFP has used the PMP as a tool to track the condition of County roads and make informed recommendations when developing the County’s Capital Improvement Program for road maintenance and rehabilitation. As the condition of roads degrades over time (e.g., due to aging/weathering and from traffic loading impacts), it is essential to periodically re-assess the state of roads to keep the PMP updated.
Staff recommends entering into the Reimbursement Agreement with TAMC, for efficiencies and economies of scale. Should the Board approve this item, this will be the third time the County will be entering into a Reimbursement Agreement with TAMC to update its PMP, with the most recent Reimbursement Agreement executed in 2022.
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of the County Counsel, including Risk Management, and the Auditor-Controller’s Office have reviewed and approved the PMP Update 2025 Reimbursement Agreement as to form, and indemnification and fiscal provisions, respectively.
FINANCING:
The estimated cost to participate in the PMP update is $250,000. The cost will be funded by Measure X funds allocated to the County. For FY 2025-26, the Measure X allocation to the County is estimated to be $9,847,570. There are sufficient appropriations adopted in the FY 2025-26 Road Fund 002, Appropriation Unit PFP004 budget to finance the Reimbursement Agreement and collaboration with TAMC.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This effort will allow the County to continue to receive its share of Measure X funds and continue to plan and implement pavement maintenance and rehabilitation projects, ensuring County infrastructure remains in good service.
