RECOMMENDATION:

It is recommended that the Board of Supervisors: 

Approve and authorize the Monterey County Laguna Seca Representative to execute Amendment No. 3 to the Standard Agreement between Blue Strike Environmental and the County of Monterey for garbage pick-up and services at WeatherTech® Raceway at Laguna Seca to extend the term through December 31, 2024, for a revised term of July 1, 2019, to December 31, 2024, and increase the not to exceed sum of $625,000 by $125,000 for an amended not to exceed sum of $750,000;

 

SUMMARY/DISCUSSION:

Blue Strike Environmental (Blue Strike) is a local company that provides garbage pick-up and services for events and venues as well as sustainability, advanced energy, and climate change programs.  Blue Strike has been providing trash and recycling services at WeatherTech® Raceway at Laguna Seca (WRLS) since 2019.  Blue Strike was awarded a contract in March 2019 in response to Request for Proposal 10712 which was executed on June 26, 2019 (Attachment A).  Two subsequent Amendments were executed: Amendment No. 1 on June 18, 2021 (Attachment B) and Amendment No. 2 on September 16, 2023 (Attachment C).  The use of Blue Strike’s service is vital to the overall success of events held at WRLS. 

Amendment No. 3 extends the Agreement term through December 31, 2024, and increases the not to exceed sum to $750,000 to adequately cover the expenses required during the 2024 event season (Attachment D).

 

Staff requests request the Board of Supervisors approve and authorize the Monterey County Laguna Seca Representative to execute the proposed Amendment No. 3 to extend the term through December 31, 2024, for a revised term of July 1, 2019, to December 31, 2024, and increase the not to exceed sum by $125,000 with an amended not to exceed sum of $750,000.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel and Auditor-Controller’s Office reviewed and approved the proposed Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

The cost of the contracted services provided by Blue Strike shall not exceed $750,000 for the duration of the Agreement.  The increased cost in this agreement will be financed by the available budget in the Laguna Seca Recreation Area (LSRA) Fiscal Year 2023-2024 adopted budget in Fund 453, Appropriation Unit PFP067.  Future costs for services for the remainder of the agreement will be included in Fiscal Year 2024-25 Recommended Budget in Fund 453, Appropriation Unit PFP067.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The recommended action supports the Board of Supervisors Strategic Initiatives on Health & Human Services, Infrastructure and Public Safety.  Keeping LSRA free of trash during and after events will ensure a healthy and safe environment for our guests and protect County Parks’ facility and property.  A clean facility will attract both domestic and international guests who will in turn stimulate the local economy.
