Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health or the Assistant Director of Health to execute an Agreement with Johnson Controls, Inc. to provide repair and maintenance service on heating, ventilation, and air conditioning (HVAC) systems for the Health Department, in the amount not to exceed, $39,720, for the term retroactive to July 16, 2021 through July 15, 2024; and

b. Approve the nonstandard indemnification provision, as recommended by the Director of Health; and

c. Approve and authorize the Director of Health or the Assistant Director of Health to sign up to three (3) future amendments to this Agreement that will not exceed ten percent (10%) ($3,972) of the original Agreement and will not significantly change the Agreement.

 

SUMMARY/DISCUSSION:

Johnson Controls, Inc. (JCI) provides repair and maintenance services for the HVAC electronic maintenance system functions at the Health Department Administration Building.

 

Johnson Control’s propriety Metasys building automation system monitors and controls the building HVAC mechanical and electronic system functions critical for proper ventilation, heat and air conditioning systems, serving staff areas as well as the laboratory system on the ground floor.

 

This Agreement will allow for Johnson Controls to provide preventative maintenance services which will include technicians to come onsite to inspect building HVAC management systems as well as provide services and repair as needed, through the term of the Agreement.

 

While this work is not directly in support of a Health Department Strategic Plan Initiatives, it is in support of one or more of the ten essential public health services, specifically: 6. Enforce laws and regulations that protect health and ensure safety.

 

OTHER AGENCY INVOLVEMENT:

The office of County Counsel and the Auditor-Controller have reviewed and approved as to form and fiscal provisions, respectively.

 

FINANCING:

Appropriations for this Agreement are included in the Health Department’s (HEA014-8438) Fiscal Year (FY) 2021-22, Adopted Budget and will be included in its FY 2022-23 and FY 2023-24 Requested Budgets.
