RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Accept the Annual Progress Report for the 2010 General Plan implementation (Exhibit 1) pursuant to Government Code Section 65400;
b.      Accept the Annual Progress Report for the 2009-2014 Housing Element implementation (Exhibit 2) to comply with the State Department of Housing and Community Development requirements;  and
c.      Authorize the Planning Director to submit the progress reports as required.
 
SUMMARY:
Government Code Section 65400 (a)(2) requires local agencies to prepare and submit to the Board of Supervisors, State Office of Planning and Research (OPR), and the State Department of Housing and Community Development (HCD) annual progress reports on the General Plan and current Housing Element.  Progress reports must conform to specific content requirements and be submitted to OPR and HCD in April of each year.  Resource Management Agency - Planning (RMA) is responsible for preparing the Annual Progress Report for the County's 2010 General Plan Implementation (GPI).  The County's Housing Office, with assistance from the RMA, is responsible for preparing the Annual Progress Report for the 2009-2014 Housing Element Implementation (HEI).

CEQA:
The recommended progress reports are not projects as defined by the California Environmental Quality Act (CEQA), Guideline Sections 15060(c) (3) and 15378.  These reports do not commit to any activity that could have an impact on the environment.  They are for information purposes only.  Activities identified in these reports implement policies of the 2010 General Plan and the 2009 Housing Element, which are projects subject to CEQA review.
 
 
OTHER AGENCY INVOLVEMENT:
RMA and Long Range Planning Team staff coordinate closely with the other land use departments on specific ordinances, activities and programs as required for implementation of the 2010 General Plan.  The Housing Office, which is now part of the Economic Development Department, and the RMA jointly implement the Housing Element.  In addition, the County Counsel's office is actively participating in the legal review of ordinances and plans.
 
FINANCING:
The implementation of the 2010 General Plan is a multi-year effort currently funded through several sources including grants and the adopted General Plan Implementation Budget.  Additionally, the Department of Energy awarded an Energy Efficiency Community Development Block Grant (EECDBG) to develop and implement Alternate Renewable Energy ordinances as established by policy within the General Plan. Implementation of the Housing Element relates to activities being undertaken by both the County Housing Office and the RMA.  Existing staff is undertaking the required activities.  There is no impact to the County General Fund resulting from reporting on these activities.
