a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Monterey County Children and Families Commission dba First 5 Monterey County to implement the CalWORKs Home Visiting Program for the period July 1, 2025 through June 30, 2026, in the amount of $843,860; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($84,386) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $928,246.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign an agreement with Monterey County Children and Families Commission dba First 5 Monterey County to implement the CalWORKs Home Visiting Program for the period July 1, 2025 through June 30, 2026, in the amount of $843,860; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($84,386) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $928,246.
SUMMARY/DISCUSSION:
Through this agreement, First 5 Monterey County shall act as the lead agency for the CalWORKs Home Visiting Program working in collaboration with Subcontractors. The program will connect parents with necessary resources, improve their parenting skills through early educational learning and playing, and ensure that their children have a safe and nurturing environment that allows them to thrive and grow. The goal of the CalWORKs Home Visiting Program is to support families to learn and expand parenting and child development skills and knowledge, as well as engage in positive behaviors that support children’s school readiness.
The Home Visiting Program will serve 158 enrolled families during the fiscal year who have children ranging in age from prenatal to 24 months old at the time of enrollment. An original and/or a subsequent child may remain in the program for a combined total of two (2) years regardless of the ages at enrollment. The Home Visiting Program may also serve other populations with State approval should the need arise.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is funded by the CalWORKs Home Visiting Initiative State allocation. Sufficient appropriations and estimated revenues in SOC005 are included in the FY 2025-26 Recommended Budget.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health & Human Services Strategic Initiatives adopted by the Board of Supervisors by providing parenting skills and support to 158 CalWORKs customers. The skills and experience gained will help reduce child abuse, neglect, and trauma and nurture healthy child development.
