b. Authorize the payment/transfer to the North County Fire District 578-2530 $112,850 and Monterey County Regional Fire District 584-2530 $104,700, the only two districts which elected to receive ARPA funding, in accordance with the terms outlined in attachment A to this report.

RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a Resolution to:

a. Authorize the Auditor-Controller to amend the FY 2021-22 County Administrative Office Adopted Budget 001-1050-CAO007-8029 to increase appropriations and estimated revenues by $217,550, financed by an increase in non-program revenue 001-1050-CAO019-8041 funded by ARPA revenue, currently in 001-2875-ARPA (4/5th vote required); and

b. Authorize the payment/transfer to the North County Fire District 578-2530 $112,850 and Monterey County Regional Fire District 584-2530 $104,700, the only two districts which elected to receive ARPA funding, in accordance with the terms outlined in attachment A to this report.

 

SUMMARY/DISCUSSION:

US Congress enacted the American Rescue Plan Act (ARPA) in March of 2021. This Act authorized the Department of the Treasury (Treasury) to make payments to certain recipients from the Coronavirus State Fiscal Recovery Fund and the Coronavirus Local Fiscal Recovery Fund. Monterey County (County) as a recipient has agreed to the terms established the by US Treasury (Treasury) as a condition of receiving these funds.

 

The Board of Supervisors considered a three-year plan to allocate ARPA funds to respond to the COVID19 pandemic as part of the FY 2021-22 budget adoption process. This three-year plan authorized the use of up to $500,000 in ARPA funds to be used for payments to Fire Districts for expenses incurred by the Fire Districts for responding to the Pandemic. In accordance with this direction, staff developed “Monterey County’s Coronavirus Local Fiscal Recovery Fund Award Terms and Conditions” (Terms and Conditions) to comply with the US Treasury guidance on reporting and contacted all fire districts to gauge their interest in receiving these funds while complying with the reporting requirements establish by the US Treasury.

 

Two fire districts (Monterey County Regional Fire District and North Monterey County Fire District) responded to staff’s request and signed the Terms and Conditions which will result in the County providing $217,550 in ARPA funds to aid fire districts with unreimbursed costs incurred for their response to the pandemic. In order to be equitable, allocation of funds to each fire district was determined based on the existing Prop 172 revenue sharing formula. Attachment B to this report shows the allocation formula to all fire districts if all had chosen to participate.

 

OTHER AGENCY INVOLVEMENT:

County staff contacted all fire districts in the County about the availability of funds. The Budget Committee supported the recommendation at the January 26, 2022, meeting. 

 

FINANCING:

If this action is approved, funding in the amount of $217, 550 will be provided to fire districts which elected to participate in this program by using ARPA funds previously authorized by the Board of Supervisors.
