Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt resolution authorizing the District Attorney of the County of Monterey, on behalf of the County, to submit proposals to the California Office of Emergency Services (CalOES), and Kaiser Permanente Foundation, and to execute on behalf of the County the Grant Award Agreements including any extension or amendments thereof.

SUMMARY:

The Monterey County District Attorney’s Office relies on a variety of Federal, State and Foundation grants to provide a portion of the financial support required by the Department for the services it provides in the County.

The State and non-profit agencies responsible for these grants require the recipient Departments to submit applications for funding for the upcoming fiscal year. The specific grants and administering agencies for which this authorization is being requested is through the California Office of Emergency Services (CalOES), with Grants for:

Violence Against Women Vertical Prosecution Program (VV)

Innovate Response to Marginalized Victims of Crime (KI)

And through the Kaiser Permanente Foundation:

Family Justice Center - King City

DISCUSSION:

Approval of the recommended action will allow the District Attorney to submit the approved Board Resolutions as verification of Board approval granting authority to sign the various grant agreements for funding for those designated programs, while eliminating the necessity for multiple Board Reports requesting the Board’s consideration and approval for each individual grant agreement.

OTHER AGENCY INVOLVEMENT:

None

FINANCING:

If approved, the Kaiser Permanente Foundation grant funds have been included in various appropriations and revenues requests submitted for Board approval as part of the FY 2023-24 Recommended Budget. The two grants from CalOES are new and will require budget modification requests to the Board, through the Budget committee, if the grants are approved.  Approval of this request and the receipt of the subject grants will have no new impact on the County General Fund.

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

Approval of this request will increase public safety throughout the county by providing increased support for victims of crime.
