RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve Amendment No. 6 to Professional Services Agreement No. A-12680, Multi-Year Agreement #3200*1656, with TRC Engineers, Inc. to provide additional services associated with the completion of the Hartnell Road Bridge Replacement Project, County Bridge No. 209, Request for Qualifications (RFQ) #10490; extend the expiration date for one additional year through December 31, 2024, for a revised term of April 7, 2015 to December 31, 2024; and increase the not to exceed maximum by $38,415 to a total amount of $811,449;

b. Authorize the Contracts & Purchasing Officer or their designee to execute Amendment No. 6 to Professional Services Agreement No. A-12680; and

c. Authorize the Contracts & Purchasing Officer or their designee to execute future amendments to Professional Services Agreement No. A-12680 to extend the term beyond the original term authorized in RFQ #10490 where the amendments do not significantly alter the scope of work or increase the approved Agreement amount.

 

SUMMARY:

To expedite project delivery, the County of Monterey, Department of Public Works, Facilities and Parks (PWFP) grouped similar projects together and hired one consultant team to move these projects through the design, environmental, permitting, and right-of-way phases simultaneously.  Grouping similar projects increases efficiency, provides economies of scale, and allows PWFP staff to manage multiple projects through to completion. 

 

 

To this end, Request for Qualifications (RFQ) #10490 was issued for five projects: Gonzales River Road Bridge Replacement, County Bridge No. 309, Bradley Road Bridge Scour Repair, County Bridge No. 448, Robinson Road Bridge Scour Repair, County Bridge No. 503, Hartnell Road Bridge Replacement, County Bridge No. 209, and Johnson Road Bridge Replacement, County Bridge No. 106.  As a result of this competitive process, a design team headed by TRC Engineers, Inc. (TRC) (design) and including Quincy Engineering (design support), LSA Associates, Inc. (environmental and permits), Parikh Consultants, Inc. (geotechnical), WRECO (hydrology), and Whitson and Associates, Inc. (survey and right-of-way) were selected.

 

The Hartnell Road Bridge Replacement (Project) proposes to replace the existing two-lane Hartnell Road Bridge, County Bridge No. 209, over Alisal Creek in Monterey County, California, with a wider bridge that meets current American Association of State Highway and Transportation Officials (AASHTO) requirements.  The Project would also widen the roadway approaches for approximately 370 to 470 feet on the north and south ends of the bridge to conform to the replacement bridge width and profile.  After construction, both the bridge and roadway approaches would contain two 12-foot lanes with one in each direction and two 8-foot shoulders and meet current AASHTO minimum speed standards.

 

The recent 2023 winter storms damaged the nearly completed Project, and additional services are necessary to allow road repair and permitting support services to be completed.  Accordingly, PWFP staff recommends that the County of Monterey Board of Supervisors approve Amendment No. 6 to the Professional Services Agreement (PSA) (Attachment A) with TRC to provide additional services associated with the completion of the Project.

 

Attachments B through K, provided for reference, include PSA No. A-12680, Amendments No. 1 through 5 to PSA No. A-12680, Project budget, Project location map, a summary of the PSA and its annual expenditures, and balance to date.

 

DISCUSSION:

Approval of Amendment No. 6 will allow TRC to provide additional services associated with completion of the Project.  Amendment No. 6 will provide for change order assistance, site visits, project management and environmental and Caltrans coordination for the Project. 

 

Amendment No. 6 will extend the expiration date for one additional year through December 31, 2024, for a revised term of April 7, 2015 to December 31, 2024, beyond the maximum five-year PSA term allowed per RFQ #10490 for a total term of nine years and approximately nine months; and increase the not to exceed maximum by $38,415 to a total amount of $811,449. 

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and the Auditor-Controller’s Office have reviewed and approved Amendment No. 6 as to form, and fiscal provisions, respectively.

 

 

 

FINANCING:

There is no impact to the General Fund.  The Project is in the PWFP’s FY 2023-24 Annual Work Program (AWP) for the Road Fund and will be included in the proposed FY 2024-25 AWP.  The Project is also listed in the FY 2023-24 through FY 2027-28 Capital Improvement Plan (five-year plan).  The total estimated cost of the Project, including engineering, environmental, right-of-way and construction, is $6,182,998.  The County has secured Federal Highway Administration (FHWA) funding for the identified priority bridge Project as outlined in Attachment H, Project Budget.  The Project is partially funded (88.53%) by the FHWA Highway Bridge Replacement and Rehabilitation (HBRR) Program.  Additional funds are provided by the HBRR Toll Credit (11.47%) and Measure X.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Project will replace the existing Hartnell Road Bridge with a new two-lane bridge that meets current State standards, including seismic standards.  The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure and Public Safety.
