SUMMARY:
The County Administrative Office’s Homelessness Strategies and Initiatives Division (County) requests approval to execute Amendment No. 1 to the Agreement A-17865 with Community Human Services (CHS) for the operation of the Salinas Housing Advancement, Resource and Education (SHARE) Center for the period of July 1, 2026, through June 30, 2027, increasing the Agreement total to $3,200,000. This Amendment also adjusts the County’s funding sources, including $91,474 from Homeless Housing, Assistance and Prevention (HHAP) Round 6 to HHAP Round 5 Rapid Rehousing Funds and $102,868 in Permanent Local Housing Allocation (PLHA) funds. The term of July 1, 2026, through June 30, 2027, is unchanged.
Sufficient appropriations and estimated revenues are included in the FY 2026-2027 Adopted Budget for all costs associated with Amendment No. 1, except for $102,868 in PLHA Activity 6 funds, which require additional expenditure appropriations as provided in the accompanying resolution.
DISCUSSION:
On July 21, 2026, the County and CHS entered into Standard Agreement A-17865, for the operation of SHARE Center for the period of July 1, 2026, through June 30, 2027, in an amount not to exceed $1,600,000.
The SHARE Center is a low barrier navigation center operating under a Housing First model. It provides interim shelter, wraparound case management, supportive services, and housing navigation to individuals and families experiencing homelessness. The facility has a capacity of 96 to 128 beds, depending on household size, and serves both individuals and families through a low-barrier navigation center model. CHS has operated the SHARE Center since September 1, 2024.
Under the Memorandum of Understanding (MOU) between the County and the City of Salinas, authorized by the Board of Supervisors on October 27, 2026, the County serves as the centralized fiscal agent for SHARE Center operations, and the City responsible for fifty percent (50%) of eligible operating and program costs. Amendment No. 1 incorporates the City's $1,600,000 contribution for Fiscal Year 2026-2027, increasing the total Agreement amount from $1,600,000 to $3,200,000.
In addition to incorporating the City's cost share, Amendment No. 1 revises the County's funding contributions by replacing $91,474 of HHAP Round 6 administered by the County Administrative Office with an equal amount of HHAP Round 5 Rapid Rehousing funds administered through the Monterey County Department of Social Services. These funds will support eligible rapid rehousing activities and related direct client assistance in accordance with HHAP Round 5 requirements. The revised Agreement also includes $102,868 in PLHA funds provided by County Housing and Community Development (County HCD) for eligible Navigation Center activities pursuant to the Interdepartmental Memorandum of Understanding (IDM).
OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The County continues to work collaboratively with the City pursuant to the SHARE Center MOU approved by the Board of Supervisors on October 27, 2026. To support this Amendment, the City of Salinas is providing their fifty percent cost share in the amount of $1,600,000 in General Funds associated with the SHARE Center operations for Fiscal Year 2026-2027 consistent with the MOU between the County and the City. County Housing and Community Development Department supports the program with contributions from Permanent Local Housing Allocation funding in the amount of $102,868 and the Department of Social Services is contributing $91,474 of HHAP Round 5 rapid rehousing funds.
The Budget Committee reviewed and approved this Amendment No. 1 at the October 28, 2026 Budget Committee meeting. The Office of the County Counsel and the Auditor-Controller’s Office have reviewed Amendment No. 1 as to form and fiscal provisions.
FINANCING:
Approval of Amendment No. 1 will increase the total Agreement with Community Human Services from $1,600,000 to $3,200,000 for Fiscal Year (FY) 2026-2027. The total Agreement amount of $3,200,000 is funded by $1,600,000 from the City of Salinas' General Fund, $91,474 in Homeless Housing, Assistance and Prevention (HHAP) Round 5 Rapid Rehousing funds, $1,405,658 in HHAP Round 6 funds, and $102,868 in Permanent Local Housing Allocation (PLHA) Activity 6 funds.
Sufficient appropriations and estimated revenues are included in the County Administrative Office's FY 2026-2027 Adopted Budget to support all costs associated with Amendment No. 1, except for the $102,868 in PLHA Activity 6-funded expenditures. The recommended budget action is limited to increasing expenditure appropriations by $102,868 in General Fund 1001, Homelessness Strategies and Initiatives Unit 105008, Expenditure Category 61000, Services and Supplies (4/5ths vote required).
The additional $102,868 in expenditures will be supported by reimbursement from existing PLHA Activity 6 funds administered by the County Housing and Community Development Department (County HCD) through Fund 1271, Unit 310011, pursuant to the executed Interdepartmental Memorandum for PLHA Activity 6 Projects. Following review and approval of eligible CAO-HSI invoices, County HCD will process a journal voucher to reimburse the CAO-HSI expenditure account. County HCD records the underlying State Aid receipts in Revenue Account 44285; these funds will not be recorded as a direct transfer of State Aid revenues into CAO-HSI's budget.
The recommended action will not require an additional County General Fund contribution, as all Agreement costs are supported by the identified City, State grant, and interdepartmental reimbursement funding sources.
