RECOMMENDATION:

It is recommended that the Board of Supervisors:

Authorize the Director of Health or Assistant Director of Health to execute a no-extension Amendment No. 2, to the SB 18 Medi-Cal Renewal Services Contract Agreement A-13088 with Monterey Bay Central Labor Council to increase funding from $227,045.14 to $249,345.14 (an increase of $22,300.00) from additional state allocations for AB 82 Medi-Cal Outreach and Enrollment, and to replace Exhibit A1 Scope of Services/Payment Provisions with Exhibit A2 to include additional services, for a contract term of April 1, 2016 thru December 31, 2018.

 

SUMMARY/DISCUSSION:

Monterey Bay Central Labor Council (MBCLC) conducts grant-funded Medi-Cal application, renewal and outreach services in partnership with Department of Social Services (DSS). They have a special emphasis on providing services for hard to reach populations throughout Monterey County.  MBCLC staff will work directly with DSS staff to identify individuals needing to renew their Medi-Cal coverage. MBCLC will then be charged with connecting with those individuals and assisting them through the renewal process.

 

The MBCLC led the implementation of the initial aspects of AB 82 funded expansions to Medi-Cal outreach and enrollment.  SB 18 is now the follow up to that work, ensuring that Monterey County residents who are eligible for Medi-Cal stay enrolled. The MBCLC has the experience required to implement this program expansion and is an expert in utilizing innovative approaches to access hard to reach populations needing assistance with renewing Medi-Cal.

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiatives: 1) Empower the community to improve health through programs, policies, and activities. 2) Enhance community health and safety through prevention, and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality services. It also supports one or more of the ten essential public health services, specifically: 5) Develop policies and plans that support individual and community health efforts, and 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Health Department worked with the Department of Social Services in designing a scope for meeting State Agreement deliverables. County Counsel and Auditor-Controller have reviewed this Amendment No. 2 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement as amended, is funded 100% by Allocations for Medi-Cal Renewal Assistance and Outreach and Enrollment Services through the State of California Department of Health Care Services.  This agreement is included in the Health Department’s (4000-HEA014-8438) FY 2016-17 Adopted Budget; the remaining Agreement amount will be incorporated into the Department’s (4000-HEA014-8438) FY 2017-18 requested budget.  There is no impact to the County General Fund.
