a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 1 to Agreement A-16901 with Housing Resource Center to provide provision of the Bringing Families Home housing program for families who receive child welfare services, for whom a housing instability creates barriers to reunification or risk of out of home care by adding $644,280 for a new contract total of $1,103,401 and extend the term by 18 months for a new agreement term of July 1, 2024 to December 31, 2026; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($110,340) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,213,741.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No. 1 to Agreement A-16901 with Housing Resource Center to provide provision of the Bringing Families Home housing program for families who receive child welfare services, for whom a housing instability creates barriers to reunification or risk of out of home care by adding $644,280 for a new contract total of $1,103,401 and extend the term by eighteen (18) months for a new agreement term of July 1, 2024 to December 31, 2026; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% ($110,340) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $1,213,741.
SUMMARY/DISCUSSION:
The purpose of this agreement is to continue provision of the Bringing Families Home Program (BFH) in Monterey County and expend the remaining allocated funds. The BFH program provides rapid rehousing services to Monterey County families who are receiving child welfare services and who are experiencing, or at risk of, homelessness. The core service components of BFH are housing-related case management, housing navigation, housing-related direct financial assistance, and housing stabilization. It is anticipated that the BFH program in Monterey County will be able to serve approximately 20 families per fiscal year. The goal of BFH is to improve timeliness to reunification for families who have open Juvenile Dependency cases and prevent Monterey County children from entering the foster care system.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
This agreement is fully funded by California Department of Social Services state revenues through the Bringing Families Home allocation. Sufficient appropriations and estimated revenues for Social Services Fund 001-SOC005 are included in the FY 2025-26 Recommended Budget. Future years will be included into the corresponding budget processes.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Health and Human Services, and Administration Strategic Initiative adopted by the Board of Supervisors by providing necessary housing resources and services to vulnerable children and families served by Monterey County’s Child Welfare agency.
