RECOMMENDATION:

It is recommended that the County of Monterey Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a non-standard Agreement with Erikson Institute to provide both English and Spanish Practitioner Facilitated Attuned Interactions (FAN) Training, and FAN Train-the-Trainer Cohorts facilitated by Endorsed Trainers, effective upon execution to August 31, 2028, for a total Agreement amount of $213,600; and

b. Approve a non-standard Agreement as recommended by the Director of Health Services; and

c. Approve and authorize the Director of Health Services or designee to sign up to three future amendments where the combined amendments do not exceed 10% ($21,360) of the original amount and does not significantly change the scope, total not to exceed a maximum of $234,960.

 

SUMMARY DISCUSSION:

The Health Department seeks the Board of Supervisors’ support for an Agreement with Erikson Institute to provide Facilitated Attuned Interactions (FAN) training for Home Visiting Programs in Monterey County and provide train-the-trainer training for County of Monterey staff and community members to become FAN trainers through the California Home Visiting Program (CHVP) Innovation 2.0 grant.

The CHVP Innovation 2.0 grant will expand Innovation 1.0’s goals of improving access to mental health services and treatment of Perinatal Mood and Anxiety Disorders and associated symptoms and reducing stigma associated with receiving maternal mental health services. The Health Department will increase reflective and therapeutic competencies of Home Visiting Programs in Monterey County, including the Public Health Nurse Family Partnership Program and Maternal Child Adolescent Home Visiting Program, as well as the First 5 Monterey County Parents as Teachers Program. Two new goals included in Innovation 2.0 include sustaining reflective practice training in Monterey County and increasing home visiting program staff’s understanding of racial equity and its impacts on maternal mental health.

This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goals: 1. Empower the community to improve health, and 4. Engage Health Department workforce and improve operational functions to meet current and developing population health needs. It also supports two of the Ten Essential Public Health Services, specifically: 4. Strengthen, support, and mobilize communities and partnerships to improve health, and 8. Build and support a diverse and skilled public health workforce.

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel has reviewed and approved this Agreement as to legal form, and the Auditor-Controller has reviewed and approved this Agreement as to fiscal provisions, respectively.

FINANCING:

This Agreement is funded 100% by the California Home Visiting Program Innovation 2.0 grant. There are sufficient appropriations in the Health Department’s (001-4000-8124-HEA003) FY 2024-25 Requested Budget, and appropriations will be included in future fiscal years’ Requested Budgets.
