It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of the Department of Social Services to sign an agreement with Chmura Economics & Analytics for a subscription license to utilize workforce and economic management tools in the amount of $19,031 for the period February 1, 2021 to January 31, 2022 with nonstandard indemnification terms and provisions; and

SUMMARY/DISCUSSION:
The Department of Social Services CalWORKs and Employment Services (CEWS) will utilize the JobsEQ platform to access data on employment statistics and trends, job forecasts, wages, educational data, demographics, and firm-specific information that convert data into decision-ready information that can be analyzed over a span of time. This will help CWES to monitor and forecast local and regional economic trends, and support CWES customers in making career and education decisions to help promote stable employment and personal and professional growth. It will also benefit local employers by growing the available labor force and will promote economic growth within the county.
The subscription license includes access to onboarding and ongoing training and support from Chmura economists and statisticians.
While the indemnification terms and provisions are not standard to the County, they are standard to the software industry. In consideration of the benefit of the software to CWES, its clients and local employers, the Department recommends approval of this agreement.
OTHER AGENCY INVOLVEMENT:
The Auditor Controller and Purchasing has reviewed and approved this agreement. County Counsel has approved the agreement as to form.
FINANCING:
This agreement is funded through the CalWORKs Single Allocation (Federal/State revenues.) Sufficient appropriations and revenues for SOC005 are included in the FY 2020-21 Adopted Budget. Future fiscal year costs will be requested through the corresponding annual budget processes.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Economic Development and Health and Human Services Strategic Initiatives adopted by the Board of Supervisors by supporting the success of CWES customers as well as the growth of the local economy.
