Title: a. Title

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute an Agreement with Kristin Lynn Dempsey for the provision of training and consultation services for a total Agreement not to exceed $60,000 for the term beginning September 1, 2019 through June 30, 2021; and

b.                     Approve the modified automobile liability insurance and insurance endorsement provisions in the Agreement, as recommended by the Director of Health; and

c.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) ($6,000) of the original Agreement amount and do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Kristin Lynn Dempsey, Ed.D, LMFT, LPCC (“Dr. Dempsey”), has provided psychotherapy in the Bay Area for almost twenty-five (25) years.  Dr. Dempsey specializes in working with individuals struggling with co-occurring mental health conditions, addictions, trauma, anxiety, and depression.  Dr. Dempsey is full-time faculty at the Wright Institute Counseling Program (Berkeley, CA), and trains clinicians and students in a number of evidence-based therapy practices including Motivational Interviewing, Cognitive Behavioral Therapy, Applied Suicide Intervention Skills Training, and the Neurosequential Model of Therapeutics.  Dr. Dempsey also provides consultation to behavioral health systems seeking to improve their recovery-oriented, culturally responsive, and trauma-informed practices.

 

Dr. Dempsey will provide introductory and advanced Motivational Interviewing (“MI”) training and consultation to the Behavioral Health Bureau clinical staff on the uses of effective “MI” practices that engage clients with identifying and participating in their own processes of change.

 

The Contractor has provided proof of Commercial General Liability (“GL”) and Personal Automobile (“Auto”) Liability insurance and the GL Additional Insured endorsement as required by the County; however, cannot provide the Auto Liability Additional Insured endorsement and the respective GL and Auto Primary and Non-Contributory endorsements.  The Contractor has provided the Professional Liability insurance as required by the County.  The Health Department recommends accepting the modification to the Commercial Auto Liability insurance requirement and GL and Auto Liability insurance endorsement requirements as the Contractor will not provide direct client services nor transportation to clients or County staff.

 

This work supports the Monterey County Health Department 2018-2022 strategic initiative(s):  4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs.  It also supports the following of the ten essential public health services, specifically: 8. Assure competent public and personal health care workforce.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and the Auditor-Controller have reviewed and approved the Agreement as to legal form and fiscal provisions, respectively.  However, Risk Management cannot accept the non-standard insurance modification.

 

FINANCING:

This Agreement is funded by Federal Funding Participation (FFP) and Realignment funds, which are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2019-20 Adopted Budget.  The funds for this Agreement for FY 2020-21 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2020-21 Requested Budget.
