b.  Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.

Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.  Adopt Plans and Special Provisions for the Countywide Roadway Safety Signing and Striping Audit, Project No. 1145; and

b.  Authorize the Director of Public Works, Facilities and Parks to advertise the “Notice to Bidders” in the Monterey County Weekly.

 

SUMMARY/DISCUSSION:

The County was awarded a Highway Safety Improvement Program (HSIP) grant in amount of $3,222,200 by Caltrans for roadway sign and striping audit and replacement in the County.  The work to be done, in general, consists of replacing existing signs, relocating existing signs, installing new signs (over 3,000 signs) and replacing almost 39 miles of double-yellow centerline striping (per Caltrans Detail 22, please see Attachment A for the project location map).

 

The bid opening is tentatively set for September 24, 2021 at 2:00 p.m. in the Board of Supervisors’ Chambers, Monterey County Administration Building, 168 West Alisal Street, 1st Floor, Salinas, California 93901.  Construction is scheduled to begin in November 2021.

 

The project has been determined to be categorically exempt (Class 1) from the California Environmental Quality Act (CEQA) because the work is to perform repair and maintenance of existing facilities (See CEQA Guidelines, California Code of Regulations (CCR) Section 15301 Existing Facilities). The work involved in this project is to add missing signage, replace signage, relocate existing signage and replace existing Detail 22 striping. The proposed work does not increase traffic capacity and does not increase pavement width. Caltrans, as the designated lead for the National Environmental Policy Act (NEPA), approved the NEPA Categorical Exemption/Categorical Exclusion Determination on November 25, 2020, and also approved the NEPA re-validation on April 7, 2021.

 

Adopting the Plans and Special Provisions and authorizing the Public Works, Facilities and Parks Department (PWFP) to advertise the Project, will allow the PWFP to proceed with the construction phase of the Project and solicit construction bids.  PWFP will return to the Board after opening bids and determining the lowest responsible bidder to award the Project.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel-Risk Management, and Auditor-Controller’s Office have reviewed and approved the Special Provisions as to form, insurance and indemnification provisions and fiscal terms, respectively.

 

FINANCING:

The total estimated project cost, including engineering design, environmental documentation and construction is $3,489,620.  The project is funded by the Federal Highway Administration’s (FHWA) Highway Safety Improvement Program (HSIP) in the amount of $3,222,200 and local fund through Measure X $267,420.  There are sufficient appropriations adopted in the FY 2021-22 Road Fund 002, Appropriation Unit PFP004 budget to finance the construction phase of the project.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The Countywide Roadway Safety Signing and Striping Audit project entails pavement striping work, the replacement of existing regulatory and warning road signs, and the installation of new signs where necessary as determined by the Countywide Roadway Safety Signing and Striping Audit report.  All the signs to be replaced and installed will be compliant with the California Manual on Uniform Traffic Control Devices (CA MUTCD).  This project will make county roads safer for road users by improving the visibility and reflectivity of pavement striping and numerous road signs throughout the county.
