Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Director of Health or Assistant Director of Health to accept a Behavioral Health Mobile Crisis Services and non-Crisis Services (“Mobile Crisis”) grant award, in the amount of $999,117 from the California Department of Health Care Services, to develop a Crisis Care Mobile Units (CCMU), for the grant period retroactive September 1, 2021 through June 30, 2025; and

b. Authorize the Director of Health or Assistant Director of Health to execute the Subcontract Agreement No. 21-10349 issued by Advocates for Human Potential, Inc. as the CCMU Administrative Entity, in the total agreement amount of $999,117 for the grant period retroactive September 1, 2021 through June 30, 2025; and

SUMMARY/DISCUSSION:

The California Department of Health Care Services (DHCS) has awarded to the County of Monterey a Behavioral Health Mobile Crisis Services and non-Crisis Services (“Mobile Crisis”) grant to develop a Crisis Care Mobile Units (CCMU).  The DHCS has contracted with Advocates for Human Potential, Inc. to be the CCMU Administrative Entity and has issued the subcontract grant agreement.  The Health Department’s Behavioral Health Bureau will use CCMU grant funds to expand access to mental health services through the development of a centralized 24 hours, 7 days a week Mobile Crisis Call Center to triage calls, refer to clinical behavioral health services, and/or dispatch mobile crisis response teams as needed to individuals in the community experiencing a mental health crisis.  Additionally, the grant will expand Mobile Crisis Field Operation infrastructure through the acquisition of vehicles and vital equipment, and training.  The County CCMU program will serve individuals experiencing behavioral health crisis, including mental health crisis, substance use crisis, or co-occurring mental health and substance use crises in the community.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Goal: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel, Risk Management, and the Auditor-Controller have reviewed and approved this Grant Agreement as to legal form and fiscal provisions respectively.

 

FINANCING:

The Grant Agreement provides a total amount of $999,117 for the period of September 1, 2021 through June 30, 2025.  There are enough appropriations in the Monterey County Behavioral Health Bureau’s (MCBHB) Fiscal Year (FY) 2021-22 Adopted Budget (HEA012, Unit 8410) for these services and future services will be included in MCBHB FY 2022-23 through FY 2024-25 Requested Budgets.
