b. Approve the Reallocation of one "Allocation to Be Determined" to one "Deputy Treasurer-Tax Collector" in Budget Unit 1170-8264, Treasurer-Tax Collector, Revenue Division.

RECOMMENDATION:
It is recommended that effective September 18, 2012 the Board of Supervisors:
a. Adopt a resolution to amend Personnel Policy and Practices Resolution No. 98-394 to re-title "Revenue Manager" to "Deputy Treasurer-Tax Collector"
b. Approve the reallocation of one "Allocation To Be Determined" to one "Deputy Treasurer-Tax Collector" in Budget Unit 1170-8264, Treasurer-Tax Collector, Revenue Division.
c. Amend the FY 2012-13 Treasurer-Tax Collector Budget 1170-8264 to delete one "Allocation To Be Determined" and add one "Deputy Treasurer-Tax Collector".
d. Authorize the County Administrative Office to incorporate this change, as reflected in Attachment A, in the FY 2012-13 Treasurer-Tax Collector Budget 1170-8264.
 
SUMMARY:
Following the retirement of the long-standing Treasurer-Tax Collector and the subsequent election of the current Treasurer-Tax Collector, a departmental reorganization has occurred that requires the realignment of certain critical responsibilities.  The "Allocation To Be Determined" classification was a budgetary placeholder as the previous classification, "Revenue Manager", was going through a re-title process.  The re-titling of the "Revenue Manager" to "Deputy Treasurer-Tax Collector" was approved by the Department of Human Resources on August 14, 2012.  The Class code for the position was also updated to 14C47 to be consistent with the County's current class code system.
 
OTHER AGENCY INVOLVEMENT:
The County Administrative Office and Department of Human Resources have reviewed and concur with this request.
 
FINANCING:
There is no impact to the General Fund with the approval of this recommendation as the salary level for the position remains unchanged.
