a. Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 1 to the Agreement with the Monterey Bay Central Labor Council, for services in relation to Medi-Cal Outreach and Enrollment, to increase the amount by $141,766 for a revised total amount not to exceed $239,962, and to extend the term of the Agreement by one year for a new term of September 9, 2013 to June 30, 2015; and
b. Authorize the Contracts Purchasing Officer to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the total contract amount and do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Contracts/Purchasing Officer to sign Amendment No. 1 to the Agreement with the Monterey Bay Central Labor Council, for services in relation to Medi-Cal Outreach and Enrollment, to increase the amount by $141,766 for a revised total amount not to exceed $239,962, and to extend the term of the Agreement by one year for a new term of September 9, 2013 to June 30, 2015; and
Authorize the Contracts Purchasing Officer to approve up to three future amendments to this Agreement where the amendments do not exceed ten percent (10%) of the total contract amount and do not significantly change the scope of services.
SUMMARY/DISCUSSION:
On May 6, 2014, the Board of Supervisors authorized Agreement No. A 14-053 with the State of California Department of Health Care Services for the implementation of AB 82: Medi-Cal Outreach and Enrollment Grant in the amount of $283,531. As part of California's effort to implement the Affordable Care Act (ACA), Assembly Bill 82 (AB 82, Budget Act of 2013) was enacted to allow the Department of Health Care Services (DHCS) to accept private foundation funds and receive equal federal match. The California Endowment (TCE) made available $12.5 million to the DHCS to assist with the Medi-Cal Outreach & Education (O & E) efforts associated with the ACA. The goal of the program is to increase Medi-Cal enrollment and retention for the estimated 850,000 newly eligible but uninsured Californians and the estimated 26,000 newly eligible in Monterey County.
As required by the grant, half of these funds must be provided to community based organizations for efficient and effective implementation of outreach and enrollment efforts of newly eligible but hard to reach populations as specified by the grant. As was explained in the prior board report associated with approval of these funds, the Health Department (HD) was in the process of exploring the opportunity to implement activities associated with these funds utilizing the partnerships already in place for a similar ACA outreach and education program funded through the Blue Shield of California Foundation which the Monterey Bay Central Labor Council (MBCLC) coordinates on behalf of multiple community based organizations. The organizations involved have agreed to continue providing services as required by this new AB 82 Grant given that they have already established the mechanisms to implement and roll out outreach and enrollment activities immediately for the specified populations outlined in this grant. MBCLC will work with these community partners to coordinate and ensure implementation of the various outreach and enrollment activities planned by the collaborative.
The HD will work in partnership with the group and engage the Department of Social Services to coordinate additional enrollment trainings as needed and establish efficient and effective ways to process Medi-Cal enrollment applications. The goal of the project is to enroll 6,000 newly eligible individuals. Funds must be expended before June 30, 2016 however the HD plans to work with community partners for the next 12 months and will be assessing progress on a quarterly basis.
These efforts align with the Monterey County Health Department's Strategic Plan, specifically with Initiative 1 which calls for the empowerment of community to improve health and Initiative 3, Ensuring access to health services.
OTHER AGENCY INVOLVEMENT:
County Counsel and the Auditor-Controller have reviewed and approved this Amendment No. 1 as to legal form and fiscal provisions respectively. A copy of Amendment No.1 and the Agreement is on file with the Clerk to the Board.
FINANCING:
This Agreement is 100% funded by a grant with the State of California Department of Health Care Services. There are sufficient appropriations in the Health Department's HEA003-8128 FY 2013-14 Adopted Budget and FY 2014-15 Recommended Budget.
