RECOMMENDATION:

It is recommended that the Board of Supervisors adopt a resolution to:

a. Approve and authorize the Director of the Department of Social Services or designee to sign an agreement with Monterey County Children and Families Commission dba First 5 Monterey County for the administration and provision of home visiting services to California Work Opportunity and Responsibility to Kids (CalWORKs) families with children 0-2 years of age, for the period of July 1, 2026 to June 30, 2027, in the amount of $1,750,000; and

b. SUMMARY:
The Department is looking to contract for the administration and provision of the CalWORKs Home Visiting Program to eligible CalWORKs families throughout the County. These services include administering over regional subcontractors to connect parents with the necessary information, services, and resources to support CalWORKs parents in providing a safe and nurturing environment for their children as they work on becoming self-sufficient and breaking the cycle of poverty.

 

DISCUSSION:
The CalWORKs Home Visiting Program is a voluntary program supervised by the California Department of Social Services (CDSS) and administered locally by the CalWORKs Employment Services (CWES) branch of DSS. The purpose of the Home Visiting Program is to support positive health development and well-being outcomes for pregnant and parenting people, families, and infants born into poverty, expand their future educational, economic, and financial opportunities, and improve the likelihood that these individuals will be able to become self-sufficient and break the cycle of poverty.


OTHER AGENCY INVOLVEMENT/COMMITTEE ACTIONS:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.

 

FINANCING:
This agreement is fully funded with braided funding from the CalWORKs Home Visiting Program Allocation and the Title IV-E Block Grant. After submission of the Fiscal Year 2026-2027 Requested Budget, an additional $875,000 was negotiated within this contract for a total of $1,750,000.  Therefore, the Department is requesting an increase in appropriations and estimated revenues in the amount of $875,000. 

 

BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This agreement correlates with the Well-Being and Quality of Life and Safe and Resilient Communities Strategic Plan Goals adopted by the Board of Supervisors by providing tools, services, education, and training to CalWORKs-eligible families who are experiencing poverty and financial insecurity. This program and the services that are provided are specifically designed to mitigate the Adverse Childhood Experiences that children who grow up in poverty are likely to experience by strengthening the family dynamic and improving resiliency and self-sufficiency as the family works to break free of the cycle of poverty.
