to    the    spread    of   HIV    among  injection drug

BE     IT     RESOLVED,     THAT     the     Board     of    Supervisors     hereby    proclaims     a     local   emergency in

Monterey    County    resulting    from    the    high    rate    of   HIV    infection    among    injection   drug users.

SUBJECT:    Proclaim   state   of  local   emergency   relating   to   the spread of HIV among injection

               drug   users   in  Monterey County.

DEPARTMENT:      Health          Community     Health  Division

 

 

RECOMMENDATIONS:

It  is  recommended  that  the  Board  of  Supervisors  proclaim  the  continuance  of  the existence of a

local   emergency  relating  to   the   spread   of  HIV   among  injection drug users in Monterey County.

 

SUMMARY/DISCUSSION:

 

This  proclamation  of  a  local   emergency  relating  to  the  AIDS   epidemic  recognizes the high rate

of  HIV   infection   among   injection  drug  users,   and   the corresponding high rate of transmission of

the  disease  through  the  shared  use  of  syringes.   The  County  Board  of  Supervisors declared a state

of  local   emergency  on   December  6,   1994,   and  the  rate  of  AIDS among injection drug users in

Monterey  County  has   not   declined.    The   need   for the local emergency continues.

 

The   number  of  reported   AIDS   cases   indicating  the  route  of transmission being injection drug use

remains  high,  continuing  to  meet  the  criteria  established  for the proclamation of a local

emergency.     Government   Code   Section   8630   requires   the   Board   of Supervisors, when meeting

weekly,  to  review  the  need  for  continuing  a  local  state  of emergency at least every 14 to 21 days.

 

OTHER           AGENCY            INVOLVEMENT:

 

County  Counsel   has   concurred  with   the   legal   format  of  proclaiming the need for proclaiming the

continuance  of  the  state  of  local emergency.

 

FINANCING:

 

There  is  no  County  cost  associated  with  this  proclamation  of  a local emergency.
