RECOMMENDATION:

 

It is recommended the Board of Supervisors:

 

a.                     Authorize the Deputy Purchasing Agent for Natividad Medical Center (NMC) or his designee to execute Amendment No. 1 to the Agreement (A-12753) with RBB Architects for the Radiology Modernization Project at Natividad Medical Center adding $354,900 for a revised total Agreement amount of $1,217,350 with no change to the term of the Agreement of September 23, 2014 through June 30, 2017.

 

SUMMARY/DISCUSSION:

 

Natividad Medical Center is in the design development stage of modernizing the Radiology Department on the first floor of Building 500. The Radiology Department will be adding two new CT scanners, a new MRI as well as creating an Angiography hybrid suite for Interventional Radiology.

 

On September 30, 2014 the Board of Supervisors approved the agreement (A-12753) with RBB Architects for $862,450 to provide Architectural services for the Radiology Modernization project per RFQ #9600-54 at Natividad Medical Center.  NMC desires to increase the scope of services of the original agreement to include the following:

 

1.                     At the onset of the project RBB and the design team proposed to do Basic Services in accordance to the RFP 9600-54 issued by NMC. The total area to be renovated was identified in the request for proposal (RFP) to include approximately 6,800 Square Feet. The current area per the Design Development documents has nearly doubled to 12,975 Square Feet.  The original scope only included design of the spaces for the new equipment, such as CT Scan and MRI suites, but did not include soft spaces, such as corridors and support spaces.  NMC believes that it makes the most sense (economically as well operationally) to include the soft spaces at this time. Cost for increase square footage is $228,000.

 

2.                     The majority of the new radiology equipment is suspended by the first floor ceiling. An acoustics and vibration study was strongly suggested because the second floor has patient rooms for the Mother Infant Unit. This study will identify if there will be any additional construction required to prevent vibration or acoustics entering into other departments. The cost increase for this study is $44,400.

 

3.                     The current building automation system is outdated and needs to be upgraded. During the preliminary meetings with RBB it was determined that this project would be the best opportunity to start upgrading to newer automated controls for this department as the new controls allow for greater energy efficiency. The cost for the design to upgrade building controls is $42,100.

 

4.                     The Magnetic Shielding design for the MRI was excluded in the RFQ. For best coordination and proper shielding design it was determined by RBB to subcontract with an industry expert, Braden Shielding to best provide this service. The cost for this service is $14,000.

 

5.                     In order to provide a fresh and new seamless look to the Radiology Department, NMC Administration and the key stakeholders determined that the Emergency Department main entrance (the space is immediately adjacent to the Radiology Department) be upgraded with new light fixtures, wall finishes, and flooring to match the newly redesigned Radiology Department. Approximate area added to the scope is 1,150 sf. The design fee cost for this addition is $26,400. 

 

The increase total for Amendment No. 1 is $354,900. The new total Agreement amount is $1,217,350.

 

OTHER AGENCY INVOLVEMENT:

 

County Counsel has reviewed and approved this Amendment No. 1 as to legal form and risk provisions. The Auditor-Controller has reviewed and approved this Amendment No. 1 as to fiscal provisions. This Amendment No. 1 to the RRB Agreement was reviewed and approved by NMC’s Finance Committee on July 30, 2015 and by its Board of Trustees on August 7, 2015. This item was also approved by the county Capital Improvement Committee on December 15, 2015 and by the county Budget Committee on January 27, 2016.

 

FINANCING:

 

The cost of Amendment No. 1 is $354,900 in included Fiscal Year 2015-16 adopted budget. The original cost for this Agreement was $862,450 and was approved in the Fiscal Year 2014-15 Approved Capital Budget. There is no impact to the General Fund.
