RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Contracts/Purchasing Officer to execute a Renewal & Amendment No 2 to the Standard Agreement with Action Council of Monterey County, Inc. in the total maximum amount of $413,580 to extend the term for two (2) additional fiscal years for a new term of July 1, 2018 to June 30, 2023.

 

SUMMARY/DISCUSSION:

The Innovation component of the Mental Health Services Act (MHSA) provides a dedicated funding source to counties to try out new and creative mental health practices or approaches that are developed within communities that are inclusive and representative of unserved and underserved populations. This proposed Renewal & Amendment No. 2 to the Standard Agreement with Action Council of Monterey County, Inc. (“Action”) will allow for continued system improvement initiatives and MHSA program implementation support through June 30, 2023.

 

The Contractor’s scope of work includes the administration of contracts and the processing of payments to subcontractors who have been selected to implement the Health Department, Behavioral Health Bureau’s State-approved Micro-Innovation Grants for Increasing Latino Engagement Innovation Project, provide training and other professional services.   Additionally, Action may directly provide the trainings in lieu of a subcontractor.

 

This Agreement contains the County’s standard 30-day “no cause” provision (Section 3.02) and an additional defunding provision (Section 7.03), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.

 

This work supports the following Monterey County Health Department 2018-2022 Strategic Plan Initiative: 3. Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7. Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved this Renewal & Amendment No 2 as to legal form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is funded by Mental Health Services Act funds.  Through Fiscal Year 2020-21, a total of $98,876.25 has been expended. The funds for FY 2021-22 ($157,350) have been included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) FY 2021-22 Adopted Budget.  The estimated funds for this Agreement for FY 2022-23 ($157,350) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2022-23 Requested Budget.
