b. Authorize non-standard provisions as recommended by the Chief Information Officer.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Authorize the Chief Information Officer to execute a non-standard Memorandum of Understanding (MOU) with the City of Greenfield for coordination and implementation of the Next Generation Radio Network Core Upgrade Capital Improvement Project (NGEN Core Upgrade) and the City of Greenfield Site Project (GSP) from November 12, 2024 through October 22, 2029; and

b. Authorize non-standard provisions as recommended by the Chief Information Officer.

 

SUMMARY/DISCUSSION:

The Information Technology Department (ITD) is responsible for the operation and maintenance support of the Next Generation Radio Network NGEN system under the governance of the NGEN Operations Board and NGEN Executive Board.

 

The County’s Next Generation Radio Network (NGEN) system is comprised of land mobile radio technology that provides county-wide radio coverage using supplemental and overlapping P25 digital trunked and analog conventional systems.

 

Numerous cities, fire districts and other community organizations, including the City of Greenfield (Greenfield) are parties of the County’s Next Generation Radio Network and utilize NGEN services.

 

The NGEN Core Upgrade has been approved as part of the NGEN 5-year Capital Improvement

Plan and recommended by the NGEN Executive and Operations Boards as a Fiscal Year 2024-2025 project.

 

Greenfield has obtained grant funding for the purpose of improving NGEN system coverage within its city limits. The purpose of the proposed MOU is to coordinate the County’s NGEN Core Upgrade and Greenfield’s GSP into a single project with a third-party vendor L3 Harris. Combining the projects into a single concurrent L3Harris implementation will reduce the vendor’s mobilization and staff cost resulting in cost savings for both NGEN and the City of Greenfield.

 

The total L3Harris vendor proposal costs are $2,479,666 where 77% ($1,909,343) are allocated to NGEN and the other 23% ($570,323) are the responsibility of the City of Greenfield where said costs will be invoiced across three fiscal years commencing in Fiscal Year (FY) 2024/25 through 2026/27.  See Exhibit B of the MOU for the full cost sharing schedule.  The County will invoice the City of Greenfield for the City’s share and pay L3Harris for the full cost of both projects. 

 

The Chief Information Officer recommends the approval of this non-standard MOU. The City Council of the City of Greenfield, with the recommendation of the City of Greenfield’s Chief of Police, has approved a resolution on October 8, 2024, to enter into this MOU to implement both the NGEN Core Upgrade and GSP projects concurrently. 

 

OTHER AGENCY INVOLVEMENT:

County Counsel has reviewed this MOU as to form. The Emergency Communications Department has reviewed this MOU. The Auditor Controller has reviewed the Agreements but does not agree with the non-standard payment provisions.

 

FINANCING:

There are sufficient appropriations of $475,844 included in the Fiscal Year 2024/25 Adopted Budget in: 405-1520-EME002-8426.  In FY 2024/25 the City of Greenfield will reimburse the County $109,444. 

 

Future fiscal year costs will be included in each respective Requested Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The proposed MOU will allow the County to collaborate the NGEN Core Upgrade and GSP with the City of Greenfield providing critical public safety communications upgrades at a cost savings.
