RECOMMENDATION:
It is recommended that the Board of Supervisors:
Set a date for a public hearing on June 25, 2013, at 10:30 A.M., to consider approving the Fiscal Year (FY) 2013-14 assessments for CSA 74 for the Emergency Medical Services System Special Tax.
 
SUMMARY:
This Board action will set a public hearing on the Fiscal Year (FY) 2013-14 assessment for CSA 74 for the Emergency Medical Services System Special Tax.  The assessment rate will remain the same as FY 2012-13.
 
DISCUSSION:
On March 7, 2000, a 70.7% majority of Monterey County voters approved changing the countywide CSA-74 levy to a special tax of up to $12.00 per service unit.  The rate has remained constant at $12.00 since FY 2000-01.  Attachment “A” is the proposed resolution levying the countywide Emergency Medical Services System Special Tax for FY 2013-14 at the continued rate of $12.00 per service unit. Attachment “B” is the Notice of Public Hearing published by the County Administrative Office. Attachment “C” is a summarized history of CSA 74.  Attachment “D” is a list of rates charged per parcel. All attachments are on file with the Clerk to the Board.
 
The Ordinances require the adoption of resolutions by the Board of Supervisors of the County of Monterey to continue assessments for CSA 74.    
 
OTHER AGENCY INVOLVEMENT:
County Counsel has reviewed this Board Report as to form.  All attachments are on file with Clerk to the Board.
 
FINANCING:
The revenues from CSA 74 are estimated to be $1.6 million in revenue and are included in the CSA 74 FY 2013-14 budget.  There is no General Fund Contribution resulting from this Board action.
