RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health Services or designee to execute a new Standard Agreement between the County of Monterey and The University Corporation, San Francisco State, DBA Family Acceptance Project for the provision of culturally attuned trainings, consultation, and material supports to fulfill the approved “Rainbow Connections” Mental Health Services Act (MHSA) Innovations project, for a maximum County obligation of $549,125 for the retroactive term of January 1, 2024 through June 30, 2025.

 

SUMMARY/DISCUSSION

On May 25, 2023, the County of Monterey Behavioral Health Bureau received approval from the Mental Health Services Oversight and Accountability Commission (MHSOAC) for the “Rainbow Connections” MHSA Innovation Plan. This Innovation Plan aims to improve the mental health outcomes and functioning of LGBTQ youth and their families by promoting interagency communication and collaboration across youth-serving systems, and through building capacity among youth-serving adults to identify and respond affirmatively to the needs of LGTBQ youth up to age 24. Multiple vendors will assist the County in the implementation and evaluation of the Rainbow Connections Innovation Plan. The University Corporation, San Francisco State, DBA Family Acceptance Project will maintain an important role in this project by providing their pioneering and patented LGBTQ-related trainings, subject matter expertise and educational materials to other partnering agencies and community stakeholders.

 

This work supports the Monterey County Health Department 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.

 

This agreement is late in being presented to your Board due to a delay by vendor negotiations on scope and payment provisions, in conjunction with the operational need for this vendor to initiate work in alignment with a partner agency and the school calendar.

 

OTHER AGENCY INVOLVEMENT:

The Office of the County Counsel and Auditor-Controller have reviewed and approved this Agreement as to form and fiscal provisions, respectively.

 

FINANCING:

This Agreement is 100% funded by MHSA Innovation Funds.  The funds for this Agreement for FY2023-24 ($307,050) are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) Fiscal Year 2023-24 Adopted Budget.  The funds for this Agreement for FY 2024-25 ($242,075) will be included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 Requested Budget.
