RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director or designee of the Department of Social Services to sign Amendment No.1 to Agreement A 24-587 with Binti Inc. by adding $7,997 for a new revised contract total of $64,933 with no change to the contract term starting of February 1, 2025 through January 31, 2027; and
b. Authorize the Director or designee of the Department of Social Services to sign up to three amendments to this Agreement where the total amendments do not exceed 10% (6,493) of the amended contract amount, do not significantly change the scope of work, and do not exceed the maximum aggregate amount of $71,426.
SUMMARY/DISCUSSION:
This agreement provides the Department of Social Services (DSS), Family and Children's
Service Branch with software and support services provided by Binti, inc. for tracking the
Resource Family Approval (RFA) program throughout Monterey County.
The Original Agreement, A 24-587 approved for the term of February 1, 2025, through January 31, 2027, included a total contract amount of $56,936. Upon a routine contract and invoice review, an underbilling error was identified in the annual fee for the period of February 1, 2025, through January 31, 2026. Amendment 1 requests to correct that error by revising the annual fee for that period from $23,989.99 to $31,986.72-an increase of $7,996.73 and adding additional funds of $7,996.73 which exceeds the Boards' prior authorization. This Amendment results in a revised total contract amount of $64,932.97.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.
FINANCING:
Funding for this agreement is provided with a combination of Federal and State Social Services Funds. Sufficient appropriations and estimated revenues of $31,987 are included in the Social Services SOC005 in the FY 2024-25 Adopted Budget and the FY 2025-26 Recommended Budget. The remaining funds will be incorporated in the upcoming FY 2026-27 budget cycle.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing DSS to improve the quality of life for foster children by expanding capacity for timely completion of resource family approvals.
