RECOMMENDATION:

It is recommended that the Board of Supervisors:

Approve and authorize the Director of Health or Assistant Director of Health to execute a Mental Health Services Agreement between the County of Monterey and United Way Monterey County for the term retroactive to July 1, 2022 to June 30, 2023 for the provision of family education and mental health services in the amount of $50,000 for Fiscal Year (FY) 2022-23, for a total Agreement amount not to exceed $50,000.

SUMMARY/DISCUSSION:

United Way Monterey County and their services were selected as part of the Monterey County Behavioral Health Bureau’s (MCBH) Mental Health Services Act (MHSA) funded Innovation Project, titled “Micro-Innovation Grants to Engage Latino Populations.” This Innovation Project was approved by the Monterey County Board of Supervisors and California State Mental Health Services Oversight and Accountability Commission (MHSOAC). The approved plan included a budget of $1,240,000 to support small, time-limited, community driven innovation activities with the intent to educate and connect unserved and underserved Latino communities in Monterey County with needed mental health services. MHSA funds supply the entirety of this Innovation Project, inclusive of administrative oversight, and all INN funds are approved for expenditure by the MHSOAC.

United Way Monterey County provided a competitive application that was approved by an internal review board and MCBH, to provide a unique service that fulfills the intent of the Innovation Project. United Way Monterey County will execute a micro-innovation activity to deploy a novel software tool that provides smart referral technology throughout Monterey County. This software tool enables individuals to self-refer to select health and wellness providers and allows for collaborative case management services among those providers. The deployment and testing of this tool by United Way Monterey County will focus on supporting underserved Hispanic/Latino and Spanish-speaking youth and families to access supportive services. Evaluation will be conducted on the use case and preferences of these underserved communities pertaining to technological innovations in the mental health arena. Required performance features include testing novel practices to engage Latino communities with the local mental health services system, generating mental health service referrals, and reporting referral data, “learning outcomes” and other information related to the efficacy of these micro-innovation activities that fulfill the intent of this Innovation Project, ultimately aimed at improving the design and delivery of local mental health services and contributing to statewide learning that is consistent with the intent of MHSA Innovation funding.

MCBH must expend approved MHSA Innovation funds as articulated by the approved Innovation Project plan prior to August 22, 2023. Unexpended funds may be subject to reversion, whereby MCBH may be required to submit the remainder of allocated funds back to the MHSOAC.
