RECOMMENDATION:
It is recommended that the Board of Supervisors:
Authorize the Auditor-Controller to amend the Fiscal Year (FY) 2013-14 Health Department Animal Services (4000-HEA001) Adopted Budget to increase estimated appropriations and General Fund Contribution in the amount of $100,000; and
Authorize the Auditor-Controller to amend FY 2013-14 Health Department Environmental Health (4000-HEA005) Adopted Budget to increase estimated revenues and decrease in General Fund Contribution by $100,000.  (4/5th vote required).
 
SUMMARY:
The Health Department Animal Service Division (HEA001) requests an increase in estimated appropriations and General Fund Contribution in the amount of $100,000 due to unanticipated expenditures to be offset by a $100,000 increase in revenues and $100,000 decrease in General Fund Contribution in Environmental Health (4000-HEA005).
 
DISCUSSION:
The Health Department requests an amendment to the Adopted Fiscal Year (FY) 2013-14 Health Department Animal Services Division 4000-HEA001 Budget to increase estimated appropriations in the amount of $100,000 to ensure adequate appropriations to cover increased costs associated with unanticipated repairs to and replacement of old equipment, as well as unanticipated County Counsel charges.
 
The FY 2013-14 Animal Services Division Year-End estimate submitted in January projected no increase to the $1,392,180 in General Fund Contribution.   However, in the months following that projection, the industrial washer and dryer at the Animal Services Center had to be replaced (a cost of $18,500).  Furthermore, to improve safety and security of staff and animals at the Animal Services Center, the old camera system also needed to be replaced (a cost of more than $3,000).  Similarly, to ensure that the public does not have access to employee only areas (e.g., veterinary clinic where medication and surgery equipment are kept), a new door access system is being installed (a cost of approximately $40,000).  In addition, the Animal Services Division has been involved in several projects requiring extraordinary County Counsel advice (e.g., drafting a rooster ordinance, executing several contracts).  Between January and April of the current fiscal year, County Counsel charges totaled more than $22,000; more than twice the amount of County Counsel charges incurred between July and December of 2013.
 
The FY 2013-14 Environmental Health Year-End estimate submitted in January projected revenues in the amount of $7,254,000 but we are anticipating receiving additional revenues in the amount of $100,000 as we near Year-End.  This additional revenue from health permit fees is anticipated to be received due to collection of outstanding accounts receivables in the amount of approximately $33,000 and collection of outstanding Administrative Fees due from the Cities of Salinas and Seaside in the amount of $67,000.  The outstanding Administrative Fees is for services provided by Environmental Health to those jurisdictions in accordance with the Hazardous Materials First Responder Agreement.

This item was presented and approved at the June 20, 2014 Budget Committee meeting.
 
FINANCING:
The Health Department is requesting an increase in appropriations and General Fund Contribution for Animal Services (4000-HEA001) in the amount of $100,000 and an increase in revenues and decrease in General Fund Contribution for Environmental Health (4000-HEA005) in the amount of $100,000.  There will be no impact on Health Department's FY 2013-14 Adopted General Fund Contribution of $3,749,824 resulting from this action.
