a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute Amendment No. 19 to the Master Proprietary Software Maintenance Agreement, No. 1402716, with CGI Technologies and Solutions, Inc. to migrate six computers used to compile County’s Enterprise Resource Planning (ERP) software to a new secure environment, adding $38,000 to the existing contract for a total amount not to exceed $2,689,215.17; and
b. Authorize Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute to execute order forms as necessary to secure services as required by the County.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Approve and authorize the Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute Amendment No. 19 to the Master Proprietary Software Maintenance Agreement, No. 1402716, with CGI Technologies and Solutions, Inc. to migrate six computers used to compile County’s Enterprise Resource Planning (ERP) software to a new secure environment, adding $38,000 to the existing contract for a total amount not to exceed $2,689,215.17; and
b. Authorize Contracts/Purchasing Officer or the Contracts/Purchasing Supervisor to execute to execute order forms as necessary to secure services as required by the County.
SUMMARY/DISCUSSION:
CGI Technologies and Solutions, Inc. (CGI) has provided the County’s Enterprise resource planning (ERP) system, providing proprietary software product known as CGI Advantage, which integrates Human Resource Management, Payroll, Financial and Budgeting functions.
Proposed Amendment No. 19 aids with the migration of six Personal Computers running unsupported Windows 7 Operating System used to compile CGI proprietary software to the Virtual Machines running Windows Server 2016 Operating System.
CGI will also assist the Information Technology Department to setup Secure Socket Layer (SSL) between the application server and the Active Directory for one non-production environment allowing traffic to be encrypted between servers; hence, meeting Monterey County’s security standards.
Amendment No. 19 to the Master Proprietary Software Maintenance Agreement No. 1402716 does not change non-standard provisions previously approved by the Board. Amendment No. 19 provides that all contract terms remain unchanged.
OTHER AGENCY INVOLVEMENT:
County Counsel does not approve continuance of non-standard provisions, as provided by Amendment No. 19 to Agreement No. 14024716.
FINANCING:
Funding is included in the FY 19-20 Information Technology Department budget under Fund 001, Department 1930, Appropriation Unit INF002, Unit 8433.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
Approval of the proposed amendments will enable the County to reliably perform essential County human resources functions. Promote an organization that practices efficient and effective resource management and is recognized for responsiveness, strong customer orientation, accountability and transparency.
