a. Approving and authorizing the Office of
Emergency Services to submit an
application for the Homeland Security
Fiscal Year FY) 2011 Grant Program; and
b. Designating and authorizing Monterey
County representatives the appropriate
Auditor-Controller staff, Emergency
Services Manager and Planner to execute
grant documents
RECITALS:
WHEREAS, the Board of Supervisors approves a resolution that the Office of Emergency
Services can submit an application for the Homeland Security Fiscal Year FY) 2011 Grant
Program; and
WHEREAS, the Board of Supervisors designates and authorizes as the Monterey County
representatives, the appropriate Auditor-Controller staff, Emergency Services Manager and
Planner to execute grant documents; and

NOW, THEREFORE, BE IT PROCLAIMED the Board of Supervisors of the County of
Monterey, State of California, does hereby proclaim that the Office of Emergency Services can
submit an application for the Homeland Security Fiscal Year FY) 2011 Grant Program and any
amendments thereto with the State of California for the purposes of this grant.
PASSED AND ADOPTED on this 24th day of May, 2011, upon motion of Supervisor Potter,
seconded by Supervisor Armenta, by the following vote, to-wit:

SUBJECT: Approve a Resolution a) approving the Office of Emergency Services to submit an
application for the Homeland Security Fiscal Year FY) 2011 Grant Program; and b)
designating and authorizing as Monterey County representatives, the appropriate
Auditor-Controller staff, Emergency Services Manager and Planner to execute grant
documents.
DEPARTMENT: County Administrative Office Office of Emergency Services
RECOMMENDATION:
It is recommended that the Board of Supervisors approve a Resolution a) approving the Office of
Emergency Services to submit an application for the Homeland Security Fiscal Year FY) 2011 Grant
Program; and b) designating and authorizing as Monterey County representatives, the appropriate
Auditor-Controller staff, Emergency Services Manager and Planner to execute grant documents.
SUMMARY:
Designation of staff positions of the Auditor-Controller, Emergency Services Manager, and
Emergency Services Planner, as Monterey County representatives is required for participation in the
Homeland Security Grant Program HSGP).
DISCUSSION:
An application has been submitted and approved by the Federal Emergency Management Agency
through the California Emergency Management Agency for the County of Monterey to participate in
a federally funded program aimed at providing assistance to local government and their operational
areas. This resolution will designate Monterey County's staff representatives having the authority to
execute documents and coordinate with the Californian Emergency Management Agency on behalf
of Monterey County in regard to the HSGP program. The designees will execute grant assurances,
applications, documents, and claims for the purposes of obtaining financial assistance. The federal
administrative authority to designate a staff position by title rather than an individual name
eliminates the need to submit a new resolution to the Board each time there is a change in personnel.
OTHER AGENCY INVOLVEMENT:
The Office of Emergency Services coordinates application and reporting efforts for the Homeland
Security Grant Program. The Office of Auditor-Controller may be required to validate financial
documentation and to receive and distribute funds.
FINANCING:
The Office of Emergency Services is funded in Unit 1050/8056/HOME. The Homeland Security
Grant Program fiscal support is contingent on available federal funds as determined on an annual
basis.
