Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign Amendment No. 1 to Agreement #5010-168 with the YWCA Monterey County for the provision of domestic abuse services for victims, survivors and perpetrators involved with Family & Children’s Services, adding $100,000 for a revised contract total of $200,000 and extending the term to June 30, 2023; and

b) Authorize the Director or the Assistant Director of the Department of Social Services to sign up to three (3) amendments to this Agreement where the total amendments do not exceed 10% ($20,000) of the revised original contract amount and do not significantly change the scope of work.

 

SUMMARY/DISCUSSION:

This Amendment extends the current contract with YWCA Monterey County to support keeping families together, and to help prevent the trauma and separation experienced by families where domestic abuse/intimate partner violence is a contributing factor to family separation. This program provides families with the resources they need, either as required by court mandate or as part of voluntary services. Services consist of group therapy for victims & survivors of domestic abuse/intimate partner violence, as well as facilitation of intervention services for perpetrators of domestic abuse/intimate partner violence.

 

The Department issued a Request for Proposals (RFP #10837) and the YWCA was selected to be awarded the contract. Family & Children’s Services is extending the current contract with the YWCA to allow sufficient time to work with them on the development of an evidence-based program, consistent with the guidelines of the Family First Preservation Services Act (Family First), which will be incorporated into the FY 2023-24 contract. Family First represents the most significant reform to federal child welfare policy in decades. It includes reforms to help keep children safely with their families and avoid the traumatic experience of entering foster care when there is domestic abuse/intimate partner violence. It emphasizes the importance of children growing up in families and helps ensure children are placed in the least restrictive, most family-like setting appropriate to their special needs when foster care is needed.                                        

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.

 

FINANCING:

Funding is provided by Social Services Federal, State and realignment funds. Sufficient appropriations and estimated revenues for SOCOO5 are included in the FY 2022-23 Recommended Budget. 

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by allowing the Department to improve the health and overall quality of life of children and families involved with Family & Children’s Services to prevent separation and/or removal from the home.
