Title: a. RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of the Department of Social Services to sign Amendment #2 to Agreement #5010-341 with the Alliance on Aging to provide Outreach, Long Term Care Ombudsman services, Health Insurance Counseling and Advocacy Services, and Medicare Improvements for Patients and Providers Act services to Monterey County seniors, and adding $23,476 to the amended Agreement for a new contract total of $585,473; and

b. SUMMARY/DISCUSSION:

This Amendment adds funds to support Monterey County seniors through the Health Insurance Counseling and Advocacy Program (HICAP), State Health Insurance Assistance Program (SHIP), and Ombudsman services. The HICAP-SHIP services encompass community education, health insurance counseling, and advocacy for Medicare beneficiaries. The Ombudsman services aim to safeguard the well-being of elderly individuals in Skilled Nursing Facilities and licensed residential care facilities. These services involve investigating complaints, facilitating resolutions, monitoring facilities, and offering training to program volunteers.

 

OTHER AGENCY INVOLVEMENT:

The Auditor-Controller and Purchasing have reviewed and approved this agreement. County Counsel has approved the agreement as to form.

 

FINANCING:

Funding is provided by the Federal Older Americans Act and the California Department of Aging. Sufficient appropriations and estimated revenues in SOC010 are included in the FY 2023-24 Adopted Budget.

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing outreach and supportive services to seniors.
