RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health to sign a three fiscal year term (FY 2012-13, 2013-14 and 2014-15) Mental Health Services Agreement with Casa Pacifica Centers for Children and Families for the provision of mental health services in the annual amount of $446,352, for a total of $1,339,056, for the period July 1, 2012 through June 30, 2015; and
b.      Authorize the Director of Health to approve up to three (3) future amendments that do not exceed ten percent (10%) of the annual amount, which does not significantly alter the scope of work or result in an increase to General Fund Contribution.
 
SUMMARY/DISCUSSION:
This new Mental Health Service Agreement with Casa Pacifica Center for Children and Families ("Casa Pacifica") replaces Agreement A-11450 which expires on June 30, 2012. Casa Pacifica is a campus-based residential center offering a wide range of assessment, crisis care, medical and educational services for neglected, abused and severely emotionally disturbed children. It is also a training center for professionals who wish to keep abreast of the latest interventions and therapeutic techniques. Casa Pacifica has been providing services to Monterey County youth who require the highest level of care to prevent their placement into an inpatient hospital or out-of-state residential or juvenile justice, facilities. Services include individual counseling, family counseling, medication as needed, and other ancillary mental health services as required by the treatment plan. The goals of the program are to reduce inappropriate behavior so youth can return home, be able to enter a lower level of care, and improve academic achievement.
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management, and the Auditor-Controller have reviewed this Agreement as to legal form, insurance requirements, and fiscal provisions respectively.  Due to late submission of this Board Report, the CAO Budget and Analysis Division was not provided adequate time to fully review for potential fiscal, organizational, policy, or other implications to the County of Monterey.  A copy of this Agreement is on file with the Clerk to the Board.
 
FINANCING:
This Agreement is funded by Medi-Cal (95%) and Realignment revenues for Medi-Cal eligible children (5%). This Agreement is for $446,352 for FY 2012-13, $446,352 for FY 2013-14 and $446,352 for FY 2014-15, for a total amount not to exceed $1,339,056. The funds for this Agreement are included in the Health Department's Behavioral Health Bureau (HEA012, Unit 8410) Requested Budget for Fiscal Year 2012-13. There is no impact to the General Fund with approval of this Agreement.
