a. Authorize the Monterey County Contracts/Purchasing Officer or designee, under the terms of National Cooperative Agreement 180233-002, to sign and approve Amendment #1 to the purchase order for Cloud Infrastructure from Oracle through the third party reseller Mythics, LLC, adding $245,540 for a new contract total of $709,940 to expand access to a suite of Database tools, Autonomous Oracle Database, Oracle Cloud Infrastructure (OCI), and technical support, with no change to the contract term ending February 12, 2025; and
b. Authorize the Monterey County Contracts/Purchasing Officer to approve modifications to the purchase orders where the total modifications do not exceed 10% ($70,994) of the modified purchase orders and do not exceed the maximum aggregate amount of $780,934.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a. Authorize the Monterey County Contracts/Purchasing Officer or designee, under the terms of National Cooperative Agreement 180233-002, to sign and approve Amendment #1 to the purchase order for Cloud Infrastructure from Oracle through the third party reseller Mythics, LLC, adding $245,540 for a new contract total of $709,940 to expand access to a suite of Database tools, Autonomous Oracle Database, Oracle Cloud Infrastructure (OCI), and technical support, with no change to the contract term ending February 12, 2025; and

SUMMARY/DISCUSSION:
The Department of Social Services (DSS) proposes to use the hosted suite of Oracle Database platform to enhance the data tracking, analysis, and reporting of future administration of CalAIM (California Advancing and Innovating Medi-Cal) Path 2 Justice Involved Individuals to enhance access to Medi-Cal services, facilitate transitions into the community, and ensure access to necessary health care services. Through the hosted suite of Databases tools, the Department is looking to build secure automated processes to share data between the Monterey County Sheriff Office and DSS to improve the accuracy and processing of Medi-Cal and CalFresh applications and replace the current labor-intensive approach.
Secondarily, the Department is seeking to expand the use of the Oracle Software platform to allow DSS to securely enhance the data sharing and collaboration with internal Departments and external agencies. The Oracle platform enables DSS to collect and generate near real-time metrics, trends, and forecast demand utilization of benefit programs, CalFresh, CalWORKS, Medi-Cal, Child Welfare Services Case Management System, Case Management Information and Payrolling System, as well as integrate location/GIS data and other partner datasets to quickly create dynamic reports, dashboards, or workflow automations that empower decision makers and stakeholders to take the appropriate actions. The Oracle Software platform will include access to Databases, Database Admin tools, Database security tools, logging, and Oracle Premier Technical Support.
This agreement is made through Oracle third party seller, Mythics,LLC, utilizing the National Cooperative Agreement 180233-002. Using the Cooperative Agreement allows DSS to leverage the discounted pricing provided under the agreement. On December 27, 2022, Mythics Inc. changed their name to Mythics, LLC with no change to their federal tax ID.
OTHER AGENCY INVOLVEMENT:
Purchasing has reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
This agreement is funded through a State of California Advancing and Innovating Medi-Cal (CalAIM) grant. Sufficient appropriations and revenues are included in Social Services Fund 001, Appropriations Unit SOC005 FY 2023-24 Adopted Budget. Costs for the following fiscal year have been incorporated into the FY 2024-25 Budget Request.
BOARD OF SUPERVISORS STRATEGIC INITIATIVES:
This agreement correlates to the Administration and Health and Human Services Strategic Initiatives adopted by the Board of Supervisors by reducing the operational cost of operating entitlement programs, reducing the time and cost required to provide informational reports requested by external entities, and utilizing data to identify areas where new processes could yield the Department operational efficiencies resulting in improved programs for entitlement program recipients.
