a. Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Seneca Family of Agencies for completing Adoption Home Studies received through the Interstate Compact on the Placement of Children (ICPC) for the period April 1, 2015 through June 30, 2017; and
b. Authorize the Director of the Department of Social Services, or his designee, to sign up to (3) amendments to this agreement that do not significantly change the scope of work.

RECOMMENDATION:
It is recommended that the Board of Supervisors:
a) Approve and authorize the Director of the Department of Social Services, or his designee, to sign an agreement with Seneca Family of Agencies for completing Adoption Home Studies received through the Interstate Compact on the Placement of Children (ICPC) for the period April 1, 2015 through June 30, 2017; and
b) Authorize the Director of the Department of Social Services, or his designee, to sign up to (3) amendments to this agreement that do not significantly change the scope of work.
SUMMARY/DISCUSSION:
The ICPC is a law adopted by U.S. territories and states, including California, authorizing them to work together to ensure that children who are placed across state lines for foster care or adoption receive adequate protection and support services.
In the continuing effort to support children transferred to Monterey County through the ICPC, the Department of Social Services is partnering with Seneca Family of Agencies, as authorized under Family Code §§ 7901.1 and 7906.5, to provide support to the County Adoptions Unit in completing Adoption Home Studies. The Home Study is an evaluation conducted to determine whether a proposed placement of a child would meet the needs of the child and includes information on safety, permanency, health, well-being, mental-emotional and physical development. As a community partner, Seneca Family of Agencies has agreed to complete up to five (5) Home Studies per fiscal year, at no cost to the County.
OTHER AGENCY INVOLVEMENT:
Risk Management has reviewed and approved this Agreement. County Counsel has approved the Agreement as to form.
FINANCING:
Approval of this action has no impact on the County General Fund.
