b. Authorize the Director of Public Works Facilities and Parks (PWFP) to sign the MOU.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve a Memorandum of Understanding (MOU) between the Castroville Community Services District and the County of Monterey for shared responsibilities to complete the Measure X Community Street Repair Pavement Rehabilitation Project in Castroville; and

b. Authorize the Director of Public Works Facilities and Parks (PWFP) to sign the MOU.

 

SUMMARY/DISCUSSION:

Monterey County Department of Public Works, Facilities and Parks (PWFP) is currently pursuing the Measure X Community Street Repair - Castroville Street Improvements Project (various streets), (hereafter, “PROJECT”) which will rehabilitate and resurface numerous streets in the community of Castroville.  The rehabilitation of these streets is needed given the poor pavement condition of these streets, and this is part of the overall Measure X Community Street Repair Program.

 

As part of this work, PWFP staff has been working with utility companies which have underground facilities within the work area that may be impacted by the PROJECT.  The Castroville Community Services District (CCSD) has existing water lines, service laterals and ancillary valves under existing streets within the community of Castroville.  A number of these water lines are aging and need replacement.  PWFP and CCSD staff have been cooperatively working on a plan to reconstruct the pavement structures and existing water lines and service laterals concurrently.  Replacing the aging water lines and service laterals concurrently with the project would provide a cost-effective and less disruptive process to replacing certain water lines and service laterals, rather than two separate projects at two different times in the community.

 

The proposed MOU outlines the roles and responsibilities for each party to ensure the work is completed efficiently and in a manner that minimizes disruptions to the community.  Under the MOU, PWFP would initiate and complete the design of the PROJECT and manage the construction project.  The CCSD will reimburse the County for all costs associated with replacement of water lines, service laterals, and ancillary valves.

 

OTHER AGENCY INVOLVEMENT:

PWFP has collaborated with CCSD staff in drafting the MOU and developing terms for said MOU.  The Board of Directors for the CCSD approved the MOU on March 15, 2022.  The Office of the County Counsel has reviewed and approved the MOU as to form.

 

FINANCING:

The cost estimate for the overall PROJECT is $1.5 million. The cost for the CCSD work is estimated to be $305,000.  The PROJECT is part of the County’s 5-year Capital Improvement Program (CIP) and is listed in the Annual Work Program for Road Fund for the current fiscal year (FY2021/22) and next fiscal year (FY 2022/23).  The County portion of the PROJECT will be funded by Measure X.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

The proposed project will rehabilitate and resurface a number of streets in the community of Castroville.  The recommended action complies with the Board of Supervisors’ Strategic Initiatives for Infrastructure.
