Service Agreement (Agreement) with Gender Health Training Institute, LLC to provide training and consultation services effective upon execution of the agreement through June 30, 2025, for a total not to exceed the amount of $90,000; and
b. Approve the recommendations of the Director of Health Services or designee to accept and approve all non-standard insurance provisions in the Agreement as recommended by the Director of Health Services; and
c. Authorize the Director of Health Services or designee to sign up to three (3) future amendments that do not exceed 10% of the original Agreement amount ($9,000) and do not significantly change the scope of services, for a revised total agreement amount not to exceed $99,000.

SUMMARY/DISCUSSION:
Gender Health Training Institute, LLC provides gender affirming education, resources, and training for mental health and medical providers, behavioral health agencies, and hospitals to improve their ability to provide professional, ethnical, and knowledgeable care to transgender and gender expansive clients and their families across their lifespan. The Institute is dedicated to helping clinicians provide gender affirming care to transgender, non-binary, and gender expansive clients that includes a special focus on couples and families, as well as communities and various systems of care.
Dr. Giammattei has trained extensively on the importance of cultural sensitivity and humility in working with LGBTQ+ population in clinical practice and has a deep understanding of how to affirmatively support gender diverse individuals as they navigate behavior health and medical care systems.
As an increasing number of Monterey County Behavioral Health clients are considering medical transition to support their LGBTQ+ identifies, it is critical that staff confidently and comfortably discuss mental health issues and options for medical transition with their LGBTQ+ identified clients in a culturally responsive manner. It is also critical to increase staff’s competency with providing integrated behavioral health care in their role as Case Coordinator to ensure we are providing whole-person care.
This work supports one of the County of Monterey Health Department’s 2018-2024 Strategic Plan Goal(s): 4. Engage MCHD workforce and improve operational functions to meet current and developing population health needs. It also supports one of the ten essential public health services, specifically 8. Assure competent public and personal health care workforce.
OTHER AGENCY INVOLVEMENT:
The Office of the County Counsel reviewed and approved as to form. Auditor-Controller reviewed and approved as to financial terms. RISK manager has not approved due to non-standard insurance provisions.
FINANCING:
The funds for this Agreement are included in the Health Department Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year (FY) 2023-24 Adopted Budget. Any unused contract authority will be fully budgeted in the subsequent FYs, through the term of the Agreement.

Agreement
