b. Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not significantly alter the scope of services.

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a.                     Approve and authorize the Director of Health or Assistant Director of Health to execute a one-year Memorandum of Understanding (“MOU”) for the term of July 1, 2016 to June 30, 2017 with Monterey Peninsula Unified School District for the Monterey County Health Department, Behavioral Health Bureau to provide mental health services at the Cabrillo Family Resource Center, and

b.                     Authorize the Director of Health or Assistant Director of Health to approve up to three (3) future one year amendments that do not significantly alter the scope of services.

 

SUMMARY/DISCUSSION:

Monterey County Health Department - Behavioral Health Bureau (“MCBHB”) is the recipient of a First 5 Monterey County grant to implement the Secure Families Program.  The purpose of the Secure Families Program is to improve the ability of families, schools and communities to prepare children age 0-5 to enter school ready to succeed.  MCBHB through the Secure Families Program will provide 1.0 FTE psychiatric social worker (“PSW”) for the provision of mental health services to infant, toddler and pre-school age children with mental health consultation to Monterey Peninsula Unified School District (“MPUSD”) Cabrillo Family Resource Center personnel who work with children ages 0-5.  The Cabrillo Family Resource Center will be used as a venue for providing community-based and integrated mental health services in Seaside. 

 

This Agreement contains the County’s standard 30-day “no cause” provision and a defunding provision (Section 7).

 

This work supports the following Monterey County Health Department 2011-2015 strategic plan initiative: 1) Empower the community to improve health through programs, policies, and activities; 2) Enhance community health and safety by emphasizing prevention; and 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services.  It also supports one or more of the ten essential public health services, specifically: 4) Mobilize community partnerships and action to identify and solve health problems.

 

OTHER AGENCY INVOLVEMENT:

County Counsel, Auditor-Controller, and Risk Management have reviewed and approved this MOU as to legal form, fiscal provisions, and insurance requirements, respectively.  A copy of this MOU is on file with Clerk of the Board.

 

FINANCING:

This MOU does not contain any fiscal terms between MCBHB and MPUSD.  The costs of this program are estimated at $135,526.00 and are funded with a mix of grant, Mental Health Services Act and Medi-Cal revenues.  The MCBHB FY 2016-17 Recommended Budget (023-4000-8410-HEA012) includes appropriations for this program.  There will be no impact to the General Fund as a result of this action.
