Title: a. Report
RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.  Authorize the Agricultural Commissioner to execute, on behalf of the County of Monterey, Standard Agreements and any Amendments thereto, with Federal, State and local agencies for designated programs performed by the department for a period of three years ending June 30, 2016 and;
b.  Approve and authorize the Agricultural Commissioner, or his designee, to sign up to (3) amendments to each agreement where the total amendments do not exceed fifteen percent (15%) for each agreement and do not significantly change the scope of work.
 
SUMMARY/DISCUSSION:
The State of California routinely contracts with the Agricultural Commissioner to provide specific services.  Estimated revenue from the Agreements is included in the department's annual budget, as well as the appropriations associated with each activity.  In the past, the Commissioner has submitted individual Board Reports to request authorization to execute these individual Agreements.  
 
The recommended action will allow the Agricultural Commissioner to execute specific routine and annual Agreements, thereby eliminating the need to prepare individual Board Reports.  The process will result in more efficient use of staff time. The Board authorized similar actions in 2006 and 2009 for a three year period.  This requests an extension of that authorization for an additional three years through June 30, 2016.
 
The Agricultural Commissioner requests authorization to enter into the Agreements listed in Exhibit A for a period of three years ending June 30, 2016.  All financial information related to these agreements is included in the normal budget process.  
 
OTHER AGENCY INVOLVEMENT:
The County Administrative Office supports this action.  The Office of the County Counsel concurs with the process and will review each Agreement as to form before it is signed by the Agricultural Commissioner.
 
FINANCING:
Estimated revenues and appropriations for the Agreements are included in the FY 2012-13 Adopted Budget.  Significant changes in funding amounts will be brought to the Board individually.
