RECOMMENDATION:

It is recommended that the Board of Supervisors:

Adopt a resolution to authorize the Department of Emergency Management to receive award from the Fiscal Year (FY) 2024 Emergency Management Performance Grant (EMPG) in the amount of $199,757.

 

SUMMARY:

On August 22, 2023, per Resolution No. 23-319, the County of Monterey Board of Supervisors authorized the Department of Emergency Management to submit an application for the purpose of obtaining financial assistance to the Federal Emergency Management Agency (FEMA) through the California Governor’s Office of Emergency Services (CalOES) for the FY 2024 EMPG.  This application resulted in an award from EMPG to the County of Monterey in the amount of $199,757 with a performance period of July 1, 2024, to June 30, 2026.

 

The Department of Emergency Management requests authorization to receive the FY 2024 EMPG award of $199,757 funded by grant revenue from EMPG.

 

DISCUSSION:

EMPG is a federally funded program that provides emergency management agencies with the resources required for implementation of the National Preparedness System, especially supporting the National Preparedness Goal of a secure and resilient nation.  EMPG supports efforts to build and sustain core capabilities across the prevention, protection, mitigation, response, and recovery mission areas.  EMPG is aimed at providing assistance to local government emergency management agencies by supporting activities that range from routine administrative tasks required to maintain the Monterey County Operational Area to those of a specific and acute nature that align with the ever-changing threats and hazards impacting the Monterey County Operational Area at any one time.

 

The Department of Emergency Management executes and manages grant documents for EMPG on behalf of Monterey County.  EMPG funds Department of Emergency Management governance staff salaries to support emergency management personnel in their roles and responsibilities to protect, prepare, enhance, and bolster the Monterey County community.  The Department of Emergency Management was awarded $237,612 in FY 2022 and $210,839 in FY 2023; all funds went directly to Department of Emergency Management staff salary costs.

 

In FY 2024, the Department of Emergency Management was awarded $199,757 for emergency management governance staffing to support emergency management activities.  This resolution will authorize the Department of Emergency Management to receive the award for FY 2024 EMPG and thus, strengthen the Department’s capabilities to ensure the Monterey County Operational Area’s readiness to mitigate, respond to, and recover from natural and human caused emergencies and disasters.

 

OTHER AGENCY INVOLVEMENT:

The Department of Emergency Management will coordinate applications and reporting efforts with EMPG Program Representatives.  County Counsel’s Office, the Auditor-Controller’s Office, and Risk Management have reviewed and approved as to form.

 

FINANCING:

There is no impact to the General Fund.  EMPG requires 1:1 matching funds; all matching will be funded by the Department of Emergency Management (001-1040-8588-DEM001).
