RECOMMENDATION:
It is recommended that the Board of Supervisors adopt a resolution (Attachment A) to:
a. Consider an appeal filed by General Farm Investment (Chris Bunn) from the denial by the Monterey County Health Department of the application for a Water Well Construction Permit (#17-12916); and
b. Direct and authorize the Monterey County Health Officer to issue a Replacement
Water Well Construction Permit (#17-12916) with conditions recommended by the Monterey County Water Resources Agency.
SUMMARY:
On February 13, 2018, the Monterey County Board of Supervisors conducted a public hearing on an appeal filed by General Farm Investment of the Monterey County Health Department’s denial of an application for a Water Well Construction Permit (#17-12916). At the conclusion of the hearing, the Board of Supervisors adopted (by 3-2 vote) a motion of intent to grant the appeal and approve the well permit as a replacement well and continued the Public Hearing to February 27, 2017 to allow for staff to return with a resolution for approval and recommended conditions of approval. On February 27, 2018, staff requested a continuance of the public hearing to allow sufficient time for staff to return with a resolution, and the Board continued the hearing to March 13, 2018.
The Water Resources Agency provided the Monterey County Department of Health with recommendations for specific conditions. The recommendations include nine well permit conditions and specifications for transducer and flow meter installation for monitoring and metering equipment to be installed in/at the replacement well, in accordance with the terms discussed at the Board of Supervisors meeting on February 13, 2018. The Resolution to grant the appeal is included as “Attachment A” and the Permit for approval is included as “Attachment B”.
After review of these recommendations, the Monterey County Health Officer concurs with approving the Water Well Construction Permit with conditions as set forth by the Monterey County Water Resources Agency. Approval and authorization to approve Replacement Water Well Construction Permit (#17-1296) with conditions is requested.
