Title: a. RECOMMENDATION:
It is recommended that the Board of Supervisors:
a.      Approve and authorize the Director of Health or designee to sign Agreement #13-20933 with the California Department of Public Health in the amount of $517,949, for the period of February 10, 2014 through February 9, 2015, to provide Supplemental Nutrition Assistance Program-Education (SNAP-Ed) training and technical assistance to local health departments in the applicable service area to promote the delivery of SNAP-Ed nutrition education and physical activity promotion; and
b.      Authorize the Director of Health or designee to approve three future amendments up to ten percent (10%) of the annual amount, which does not significantly alter the scope of services or result in an increase to net county costs.  
 
SUMMARY/DISCUSSION:
SNAP-Ed is a federal/state partnership that supports nutrition education for persons eligible for the Supplemental Nutrition Assistance Program (SNAP).  State agencies that choose to conduct nutrition education through their Supplemental Nutrition Assistance Program are eligible to be reimbursed for up to one half of the SNAP-Ed costs by the USDA Food and Nutrition Service.  State and local funding comes primarily from land-grant institutions which contract with SNAP agencies to deliver SNAP-Ed.  They reach intended audiences by coordinating with state and local partners and with other contractors.  Other contractors are state public health departments, food banks, tribal programs and local health organizations.  
 
The primary purpose of nutrition education in SNAP is to increase the likelihood that participants and potential eligible's will adopt healthy eating habits and active lifestyles consistent with the Dietary Guidelines for Americans and MYPyramid.  The Monterey County Health Department through its WIC Nutrition Branch is currently providing SNAP-Ed services within our communities, funded by Agreement #13-20017 in the amount of $1,319,529 approved by the Board of Supervisors on October 1, 2013.
 
In addition to the above mentioned funding for direct SNAP-Ed services, the United States Department of Agriculture through the California Department of Public Health on behalf of its Nutrition Education and Obesity Prevention Branch (CDPH NEOP) has awarded the Monterey County Health Department (MCHD) a one year grant in the amount of $517,949, for the period of February 10, 2014 through February 9, 2015.  Services to be provided by MCHD: 1) Provide Supplemental Nutrition Assistance Program-Education (SNAP-Ed) training and technical assistance to other local health departments (LHDs) in the applicable service area to promote the delivery of SNAP-Ed nutrition education and physical activity promotion; 2) Develop and support one or more multi-county coalitions within the service area to advance cooperative efforts supporting nutrition education and obesity prevention; and 3) Assist in the coordination of media and public relations efforts conducted by the CDPH NEOP and LHDs in the service area.
 
MCHD staff will provide services under this grant in Monterey, Santa Cruz, San Benito, San Luis Obispo and Santa Barbara Counties.
 
This work supports the Monterey County Health Department 2011-2015 Strategic Plan, Initiative No. 2 "Enhance community health and safety by emphasizing prevention."  It also supports one or more of the ten essential public health services, specifically No. 3 "Inform, educate, and empower people about health issues"; and No. 7 "Link people to needed personal health services and assure the provision of health care when otherwise unavailable."
 
OTHER AGENCY INVOLVEMENT:
County Counsel, Risk Management and the Auditor-Controller have reviewed and approved this Agreement as to legal form, liability and fiscal provisions respectively.  A copy of the Agreement is on file with the Clerk to the Board.
 
FINANCING:
This award is fully funded by the California Department of Public Health.  There are sufficient appropriations included in the Health Department's Public Health Bureau (HEA003-8124) Adopted Budget for Fiscal Year 2013-14.
