a. Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 for a three (3) year Facility Use Agreement between the County of Monterey and Rancho Cielo, Inc., to permit the use by the Health Department/Behavioral Health Bureau of four (4) office spaces on Rancho Cielo premises, for the provision of mental health services for at-risk youth in Monterey County, retroactively effective July 1, 2023 through June 30, 2026, for a revised full term of July 1, 2020 through June 30, 2026, and adding $18,000 for Fiscal Year (FY) 2023-24, $18,000 for FY 2024-25, and $18,000 for FY 2025-26 for a contract amount not to exceed $108,000; and
b. Authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($10,800) of the total Agreement amount, do not significantly alter the scope of services, and do not increase the total to exceed $118,800.

RECOMMENDATION
It is recommended that the Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute Renewal and Amendment No. 1 for a three (3) year Facility Use Agreement between the County of Monterey and Rancho Cielo, Inc., to permit the use by the Health Department/Behavioral Health Bureau of four (4) office spaces on Rancho Cielo premises, for the provision of mental health services for at-risk youth in Monterey County, retroactively effective July 1, 2023 through June 30, 2026, for a revised full term of July 1, 2020 through June 30, 2026, and adding $18,000 for Fiscal Year (FY) 2023-24, $18,000 for FY 2024-25, and $18,000 for FY 2025-26 for a contract amount not to exceed $108,000; and
b. Authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not exceed 10% ($10,800) of the total Agreement amount, do not significantly alter the scope of services, and do not increase the total to exceed $118,800.
SUMMARY/DISCUSSION
The County currently maintains Agreement A-14769 with Rancho Cielo, Inc. which expired on June 30, 2023. Rancho Cielo, Inc. (Rancho Cielo) is a non-profit organization youth campus that provides services to court-involved, at-risk youth in Monterey County. Rancho Cielo is seen as an integral part of the overall community initiative to help youth overcome juvenile violence and drugs, and help youth become educated and skilled for a successful life. Monterey County Behavioral Health Bureau (MCBHB) and Rancho Cielo have established a collaborative relationship in providing support and recovery to at-risk youth on Rancho Cielo premises since 2009. Rancho Cielo will continue to provide MCBHB the use of four (4) office spaces on Rancho Cielo premises to provide mental health services to youth participating in programs at Rancho Cielo. Due to staffing changes and contract negotiations, this agreement is retroactive to July 1, 2023.
OTHER AGENCY INVOLVEMENT
The Office of County Counsel and Auditor-Controller have reviewed and approved this Agreement as to legal form and fiscal provisions, respectively.
FINANCING
This Agreement is funded by Mental Health Services Act revenues. The funds for this Agreement are included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) Fiscal Year 2023-24 Adopted Budget. The funds for this Agreement for FY 2024-25 and FY 2025-26 will be included in the Health Department’s Behavioral Health Bureau (HEA012, Unit 8410) respective FY 2024-25 and FY 2025-26 Requested Budgets.
