RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director of Health Services or designee to execute a standard agreement between the County of Monterey and Sun Street Centers for the provision of Hope Housing Program services, a Behavioral Health Bridge Housing program, in the amounts of $984,490 for Fiscal Year (FY) 2024-25, $1,129,874 for FY 2025-26 and $1,171,005 for FY 2026-27 for a total agreement of $3,285,369 for a term from July 1, 2024, through June 30, 2027; and

b. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments where the combined amounts do not exceed 10% ($328,537) of the original Agreement amount, do not significantly alter the scope of services, and do not increase the total not to exceed amount over $3,613,906.

 

SUMMARY/DISCUSSION:

The County of Monterey Health Department, Behavioral Health Bureau (BHB), was awarded and accepted the County’s state apportioned grant amount, $11,301,966, from the Department of Health Care Services (DHCS) for the implementation of behavioral health bridge housing. In conjunction with the Contracts/Purchasing Office, BHB released a Request for Proposal (RFP) in November 2023 and awarded Sun Street Centers $3,285,369 from the $11,301,966 budget. Sun Street Centers will be the main contractor for this bridge housing program, called Hope Housing Program.

 

Bridge housing is defined as short and mid-term residential options and serves as a bridge to longer-term housing. It includes voluntary supportive services for individuals to support participants’ housing stability and retention. Grant funds will be used to address the immediate and sustainable housing needs of people experiencing or at risk of experiencing homelessness and who have serious behavioral health conditions, including a serious mental illness and/or substance use disorder.

 

Hope Housing will offer interim and transitional housing and will be available to eligible behavioral health residents. Sun Street Centers will provide housing services through this agreement and will partner with Interim, Inc. to provide additional behavioral health services. Sun Street Centers and Interim, Inc. are current contracted providers with BHB and will continue to collaborate with BHB to serve the Hope Housing Program residents.

 

This work supports the following County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provisions of health care when otherwise unavailable.

 

OTHER AGENCY INVOLVEMENT:

County Counsel-Risk Management and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.

 

FINANCING:

This Agreement is funded by DHCS Behavioral Health Bridge Housing Grant (100%).  The funds for FY 2024-25 are included in the Health Department’s Behavioral Health (HEA012, Unit 8410) FY 2024-25 Adopted Budget. The funds for FY 2025-26 and FY 2026-2027 will be included in the Department’s Requested Budget for each of the respective fiscal years.
