Report

RECOMMENDATION:

It is recommended that the Board of Supervisors:

a. Approve and authorize the Director or Assistant Director of the Department of Social Services to sign an agreement with Meals on Wheels of the Monterey Peninsula, to provide congregate meals, home-delivered meals, health education, and disease prevention to seniors on the Monterey Peninsula and City of Salinas, effective July 1, 2023 through June 30, 2024, in the amount of $922,172; and

b. Authorize the Director or Assistant Director of the Department of Social Services to sign up to three future amendments where the total amendments do not exceed 10% ($92,217) of the original contract amount and do not significantly change the scope of work, not to exceed maximum of $1,014,389.

 

SUMMARY/DISCUSSION:

This agreement provides congregate meals for in-person dining and home-delivered meals to older adults that are home-bound on a temporary or permanent basis. The home-delivered meal program serves seniors living in the Monterey Peninsula area. The area includes Big Sur, Carmel by the Sea, Carmel Valley, Del Rey Oaks, Marina, Monterey, Pacific Grove, Sand City and Seaside. Congregate meal and elderly nutrition program dining sites include the Meals on Wheels Community Center in Pacific Grove, the Monterey Senior Center in Monterey, the Oldemeyer Center in Seaside, Junsay Oaks Senior Apartments in Marina, and in Salinas the Los Abuelitos Senior Apartments, Firehouse Community Center and Sherwood Village.

 

The Agreement also funds health education and promotion services at the Meals on Wheels Community Center in Pacific Grove. Evidence based programs are used that have been proven to work to improve the health and well-being of senior participants. Specific interventions offered include Tai Chi for arthritis and Matter of Balance for fall prevention.

 

OTHER AGENCY INVOLVEMENT:

The Office of County Counsel has reviewed and approved the Agreements as to form, as has the Auditor-Controller’s Office as to financial provisions.

 

FINANCING:

Funding is provided by the Older Americans Act. Sufficient appropriations and estimated revenues in the Area Agency on Aging 001-5010-SOC010 are included in the FY 2023-24 Recommended Budget.

 

BOARD OF SUPERVISORS STRATEGIC INITIATIVES:

This Agreement correlates to the Health & Human Services Strategic Initiative adopted by the Board of Supervisors by working towards the goals of improving health and quality of life outcomes by providing nutrition and health promotion services to seniors in Monterey County.
