RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Amendment No. 1 to Alcohol and/or Drug Service Agreement A-17394 with Sun Street Centers for the provision of alcohol and drug recovery services which increases the current Fiscal Year 2025-2026 contract amount of $7,690,955 by $1,684,875 for a new total Agreement amount not to exceed $9,375,830 for the term of July 1, 2025 through June 30, 2026.
SUMMARY:
The County currently has Agreement A-17394 for a current contracted dollar amount of $7,690,955 with Sun Street Centers. This Amendment No. 1 adds $1,684,875 for FY 25-26 for a new contract amount of $9,375,830. As part of the Monterey County Health Department, Behavioral Health Bureau’s Drug Medi-Cal Organized Delivery System (DMC-ODS) Waiver Implementation Plan, Sun Street Centers provides substance use disorder residential, outpatient treatment services and Proposition 47 grant funded services.
DISCUSSION:
This Amendment No. 1 adds funding and units of service in order to meet the treatment needs of our Monterey County clients. This Amendment also adds DHCS required regulation language regarding Narcotic Treatment Program Services (NTP) language and system changes for FY 2025-26.
This Agreement contains the County’s standard 30-day “no cause” and termination for “cause” provisions (Section 5) and a defunding provision (Section 6), which provides the County the ability to amend or terminate the Agreement in the event of a reduction and/or termination of funding.
This work supports the following County of Monterey Health Department 2025-2028 Strategic Plan Goal(s): 2. Provide Exceptional Person-Center Care through Accessible, Community-Focused Health Services. It also supports one of the ten essential public health services, specifically: 7. Link people to need personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT:
The Office of County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING:
This Agreement is funded by 35% Federal SABG, 40% Drug Medi-Cal, 15% State Funds Behavioral Health Sub Account and 10% Other Non-State/Non-Federal funds. The funds for FY 2025-26 are included in the Health Department Behavioral Health (HEA012, Unit 8410) FY 2025-26 Approved Budget.
BOARD OF SUPERVISORS STRATEGIC PLAN GOALS:
This Agreement will create a safe environment for people by allowing continued access to substance use services for eligible residents within the community, aligning with the Strategic Plan Goal of Well-Being and Quality of life.
