RECOMMENDATION:
It is recommended that the Board of Supervisors:
Approve and authorize the Director of Health Services or designee to execute Amendment No. 3 to Mental Health Services Agreement A-15247 between The County of Monterey and The Village Project for the provision of additional prevention and early intervention outreach and engagement services retroactive to January 1, 2024, which adds $85,000 in FY 2023-2024, for a new total Agreement amount not to exceed $1,475,000 for a term of July 1, 2021 through June 30, 2024.
SUMMARY/DISCUSSION
As part of the County of Monterey Health Department, Behavioral Health Bureau’s Access and Mental Health Services Act (MHSA) outreach, engagement and mental health programs the County currently has Agreement A-15247 with The Village Project to meet goals and objectives outlined in the County’s MHSA Plan. Since MHSA revenues are higher than budgeted and this agency has the capacity to increase services delivered to the community, approval for amending the Agreement to increase the amount as appropriate is being sought.
The Village Project provides mental health outreach and engagement services to educate communities about the importance of mental health well-being and engagement in services by maintaining a presence in those communities through activities (Mental Health presentations, tabling at events, community speaking engagements, etc.) designed to reduce barriers such as distrust and stigma that prevent community members from seeking mental health treatment. More broadly, in addition to acquainting community members with the services of The Village Project, the agency provides information on other resources within the County that community members can access. The Amendment No. 3 will support the addition of a culturally responsive clinical personnel to enhance Program 1: Outpatient Mental Health Services and support future CalAIM billing practices.
This agreement is late in being presented to your Board due to delays in receiving vendor signatures and subsequent findings by county counsel to indicate the delegated authority powers granted to the Director of Health Services in relation to Board Order File ID A23-268 Item No. 54 being not applicable with respect to the form of this pre-existing agreement, thereby requiring Board approval.
This work supports the County of Monterey Health Department 2018-2024 Strategic Plan Goal(s): 3) Ensure access to culturally and linguistically appropriate, customer-friendly, quality health services. It also supports one of the ten essential public health services, specifically: 7) Link people to needed personal health services and assure the provision of health care when otherwise unavailable.
OTHER AGENCY INVOLVEMENT
County Counsel and Auditor-Controller have reviewed and approved as to legal form and fiscal provisions respectively.
FINANCING
This Amendment No. 3 is funded by Mental Health Services Act Prevention and Early Intervention funds (PEI). The added funds in the amount of $85,000 for FY 2023-24 are included in the Health Department's Behavioral Health (HEA012, Unit 8410) FY 2023-24 Adopted Budget.
