Approve and authorize the Director of Health Services or designee to execute a non-standard agreement between the County of Monterey and Salinas Valley Health Medical Center for the designation of Salinas Valley Health Medical Center as a Base Hospital for the provision of medical control and direction to advanced life support (ALS) prehospital Emergency Medical Services (EMS) personnel, for the term of execution through June 30, 2030, with no exchange of funds;
b. Approve non-standard indemnification and insurance provisions as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly change the scope of services.

RECOMMENDATION:
It is recommended that the County of Monterey Board of Supervisors:
a. Approve and authorize the Director of Health Services or designee to execute a non-standard agreement between the County of Monterey and Salinas Valley Health Medical Center for the designation of Salinas Valley Health Medical Center as a Base Hospital for the provision of medical control and direction to advanced life support (ALS) prehospital Emergency Medical Services (EMS) personnel, for the term of execution through June 30, 2030, with no exchange of funds;
b. Approve non-standard indemnification and insurance provisions as recommended by the Director of Health Services; and
c. Approve and authorize the Director of Health Services or designee to execute up to three (3) future amendments that do not significantly change the scope of services.

The agreement is effective through June 30, 2030.
DISCUSSION:
Salinas Valley Health Medical Center has served as a designated Base Hospital within the County of Monterey EMS system since 1988 under a prior memorandum of understanding. This historical designation has supported the provision of medical control and direction to advanced life support (ALS) prehospital EMS personnel.
The current agreement formalizes and modernizes the designation under current regulatory standards, including California Health and Safety Code Section 1798.100 and Title 22, Division 9 of the California Code of Regulations. It incorporates updated responsibilities, compliance expectations, and reporting requirements.
While there is no exchange of funds, the agreement is operationally significant and ensures continued alignment with EMS system goals and oversight.
OTHER AGENCY INVOLVEMENT / COMMITTEE ACTIONS:
The Office of the County Counsel has reviewed and approved this agreement as to legal form.
