RECOMMENDATION:
It is recommended the Board of Supervisors: Authorize the Contracts/Purchasing Officer to sign Amendment No. 1 with Jim Guy, doing business as Introspect for Inmate Assessment and Intervention Program at the Monterey County Sheriff's Office, Custody Operations Bureau, which would amend the existing Agreement with an extended scope of service and increase the total amount of the Agreement by $78,068 with the AB109, the Public Safety Realignment Act of 2011, fund for a revised total amount of $245,072.
SUMMARY/DISCUSSION:
Currently, Introspect provides assessment, testing, substance abuse intervention and residential drug and alcohol treatment programs for male and female inmates, through funds provided by the Inmate Welfare Fund.
On October 15, 2012, the Community Corrections Partnership (CCP) approved public safety realignment funding in the amount of $78,068 for Introspect to expand the provisions of its programs to serve the AB 109 population for a 12-month period. Introspect has a history of working with the Sheriff's Office Custody Operations Bureau in developing, operating and consulting in education, recovery and life-skills programs. With the newly granted AB 109 funding, Introspect will be able to provide another Program Coordinator to provide the expanded program services, which include general education, GED preparation, chemical dependency recovery education, life enhancement, employability and other programs that will facilitate inmates' successful transition back to society upon release. The Program Coordinator will be the primary screener and program selector utilizing screening tools such as social history, education level and alcohol and drug use history for the inmates who wish to participate in programs. In addition to testing and screening, the Program Coordinator will monitor inmates through their time in the program and follow up with them post-release.
OTHER AGENCY INVOLVEMENT:
County Counsel and Auditor-Controller have reviewed and approved as to legal and fiscal provisions respectively.
FINANCING:
There is no increase in the Sheriff's Office General Fund Contribution as a result of this recommendation. Sufficient funding is included in the FY 2012-13 Adopted Budget.
AB 109 funding is allocated each year by the CCP to the different AB 109 partners. Program costs are reimbursed as cost-applied by the leading agency (Probation) only after the expenses are incurred, and upon validation of such expenses, as per the invoice procedures contained in the current AB 109 MOU between the Probation Department and the Sheriff's Office.
